Port Blair, Jul 22: Mr. B.P Ray , Member of Parliament, Andaman and Nicobar Islands in his letter addressed to the Lt. Governor, Andaman and Nicobar Islands has requested him for amendments in present transfer policy of Govt. Employees keeping in view the practical problems faced by them.
Mr. Ray Informed the Lt. Governor that as per the existing transfer policies in general for employees of A & N Islands circulated by Administration vide circular No.55-3/2007-PW dated 30.7.2007. Group -A” & “B” (Executive Engineer, Principal, Assistant Engineer, Vice Principal, Doctors etc.) have to serve two years in Southern Group of Islands. Group “C” & -D” (GTT, PST, Nurse, Junior Engineer, Clerk, Draughtsman, Head Clerk etc.) have to serve one year in Southern Group of Islands.
He added that for teachers the Administration had also issued a transfer policy vide No.55-3/2007-PW dated 12.4.2005 post-tsunami, which stipulates that the teaching staff shall be posted for a period of 10 months on rotation basis, considering the practical shortcomings.
But he further added that the Education Department is still following the old transfer policy of year 2001 notified vide Notification No.22l/200l dated 5th Dec 2001 which says, In Zone – I school located in Nancowry, Katchal, Campbell Bay, Strait Island Dugong Creek one has to serve 2 Years, in Zone -II School located in Car Nicobar/Little Andaman one has to serve 3 years.
He further informed him about the choice of posting after 55 years of age practiced by Education Department which says “Teacher who attained the age of 55 years or above shall be considered for their desired place of posting taking into account to their interest as far as possible subject to availability of vacancy “.
He further informed him about the transfer policy of police department which provides fixed tenure of 300 effective working days when posted to Southern Group of Islands and relieve order assured after 300 days. He further informed him about some of the inaccessible places like Paschimsagar, Talbagan forest encroachment areas where there are no basic facilities such as water, electricity, accommodation etc.
Mr. Ray concluded his letter by demanding amendments in current transfer policy considering the practical problems faced by Govt. employees due to existing transfer policy and the resultant problem in functioning of public service departments in remote Islands specially Health, Education, APWD, Clerical cadre, Agriculture, Fisheries etc.
