Diglipur, March 04: The Pramukh, Panchayat Samiti Diglipur Mr. Dipankar Mistry along with other elected representatives of the PRIs of Diglipur have jointly written a letter addressed to the Lieutenant Governor, A & N Islands, Raj Niwas, Sri Vijaya Puram and the Chief Secretary, A & N Administration, Sri Vijaya Puram and raised a host of issues and demands in pertinence to the functioning of the PRIs.
According to information, The Pramukh, Panchayat Samiti Diglipur Mr. Dipankar Mistry on 17/02/2025, all the PRIs of Diglipur block, members of Zila Parishad and Panchayat Samiti and 15 Panchayat Pradhans of Diglipur area, unemployed cooperative societies, NGOs and general public reportedly staged a Dharna in front of the Administrative Building, Diglipur and after four days of pen down, on 21/02/2026, all the PRIs of Diglipur block, members of Zila Parishad and Panchayat Samiti and 15 Panchayat Pradhans of Diglipur area, unemployed women workers, NGOs and general public reportedly staged a Dharna and Chakka jam in Subhash Bazar of Diglipur. But till now reportedly no action has been taken on their issues by the District Administrator of North and Middle Andaman, the letter read.
Speaking to Andaman Sheekha Daily, the Pramukh, Panchayat Samiti Diglipur Mr. Dipankar Mistry said that keeping it in mind, in coordination with all the public representatives of North and Middle Andaman, it has been decided that on 05/03/2025, all the Panchayat Raj Institutions, Zila Parishad and Panchayat Samiti members of Dignipur, Rangat and Mayabunder blocks and the Pradhans of 15 Panchayats of Diglipur area will march past (Chalo Port Blair) to the capital Sri Vijaya Puram and on 06/03/2025, a mass dharna (Raj Niwas Gherao) will be held in front of Raj Niwas under the leadership of lone Member of Parliament from A & N Islands Mr. Bishnu Pada Ray, he said.
The key demands which they are reportedly going to raise in their dharna are providing essential fertilizers like DAP and Urea to the Farmers of Diglipur by the Agriculture Department, to resume the diversion of Commercial and Residential (Houseside) Lands, which was halted long back, to immediately open the Sub District Hospital in Diglipur, to build a new Quarry site and the timely renewal of the existing quarry site in Diglipur to avail the commercial or domestic earth cutting permit on time, Re-Establishment of Executive Engineer, PRIs) office in Diglipur, North Andaman, issue of Work Orders to Un-employment Co-operative Societies etc., they said.
Speaking on Separate Directorate for Panchayati Raj Institutions in A & N Islands, Pramukh said that the three-tier Panchayati Raj system was implemented in Andaman and Nicobar Islands along with Kerala in 1994. But Andaman and Nicobar Administration has merged the Panchayati Raj Directorate with Rural Development Directorate under order number 2166 dated 29/06/2004 for unknown reasons, he alleged.
Further, he mentioned that in the past the Panchayati Raj system was formed with the aim of developing water demands, which focused on local self-governance, decision making and resource allocation. But, now when all the PRIs of Andaman and Nicobar Islands are struggling to get back their powers, the Rural Development Authorities are forcing them to implement all the centrally sponsored rural development schemes.
It is also to be noted that in 2018 the charge of Secretary (RD, Panchayat) was assigned to the Deputy Commissioner (South Andaman) as Additional Chief Secretary, he said. However, reportedly due to his being busy in various departments, it reportedly became impossible for the authority to conduct works of the PRIs in Andaman and Nicobar Islands. As a result, there is reportedly a shortage of resources and Administrative lapses have led to issues in the PRI systems which have negative impact on both the public and the PRI Members, the Pramukh alleged. Hence the charge of Secretary (RD/Panchayat) should be given to any competent IAS Administrator to ensure smooth management of PRIs, the Pramukh argued.
Throwing light on Devolution of powers to PRIs, Mr. Mistry said that, as per 73rd & 74th amendment to the Constitution, the Pradhan, Panchayat Samiti and Zila Parishad have been reportedly empowered to discharge their functions in close coordination with all concerned departments of the area under the administrative and financial control. The PRIs should be developed in a totally separate manner with the cooperation and consultation of the departments concerned, he maintained. The present law has reportedly completely abolished the earlier provisions regarding establishment of PRIs, he argued.
Moreover, the agreements made between the Regional Development/Panchayat Department and all the concerned departments of Panchayati Raj in 2023 and 2024 to formulate a state policy for transfer of funds to Panchayati Raj Institutions have reportedly neither been implemented nor any suitable policy has been formulated for transfer of funds to Panchayati Raj as per the legislation and Nicobar Panchayat Regulation 1994, he further said.
Enhancement of Honorarium to PRIs also found a place in the host of demands of the PRIs, the Pramukh further added.
Meanwhile, the elected public representatives of the PRIs of entire N & M Andaman District are reportedly proceeding to Sri Vijaya Puram in wake of their proposed part of program “Chalo Port Blair”, Mr. Mistry further informed.

Chief Of The Naval Staff Visits Andaman & Nicobar Command
Port Blair, Mar 04: Admiral Dinesh K Tripathi, PVSM, AVSM, NM, Chief of the Naval Staff (CNS), and Mrs. Shashi Tripathi, President NWWA, visited the Andaman and Nicobar Command (ANC) from 01 to 04 March 2025.
On arrival at Sri Vijaya Puram, they were received by Air Marshal Saju Balakrishnan, PVSM, AVSM, VM, CINCAN, and accorded a ceremonial Guard of Honour at INS Utkrosh. The CNS then visited Headquarters ANC, where he was briefed by CINCAN on the Command’s role and operational readiness, which has evolved over the past 24 years. He also called on Admiral DK Joshi, PVSM, AVSM, YSM, NM, VSM (Retd), Lieutenant Governor of Andaman and Nicobar Islands.
On 02 March, the CNS visited INS Kohassa, where he interacted with naval personnel and inaugurated MAFI Phase-I, enabling the operationalization of TACAN & DVOR/DME, significantly enhancing the station’s operational efficiency.
On 03 March, CNS visited Air Force Station Car Nicobar, where he paid homage at the Tsunami Memorial, remembering the personnel and families who lost their lives during the 26 December 2004 Tsunami. Later, he visited INS Kardip, where he interacted with sailors and inaugurated sailors’ accommodation ‘Kailash’ for in-living personnel. Mrs. Shashi Tripathi inaugurated the renovated Naval Primary School (NPS) Kardip and appreciated the enhancements. The day concluded with a visit to INS Baaz, where CNS interacted with naval personnel and inaugurated sailors’ accommodation ‘Baazeecha’, enhancing the quality of life at the remote station.
As part of infrastructure and welfare initiatives, CNS laid the foundation stone for a Naval Model Complex named, ‘Nanda Hall’ at Phoenix Bay, which will showcase the history of naval aviation and the growth of naval shipbuilding capabilities. At INS Utkrosh, he inaugurated a new in-living Officers’ Mess. Additionally, 25 Pre-Fab Dwelling Units at Vijay Baugh were inaugurated, providing much-needed transit accommodation for sailors at Sri Vijaya Puram. Meanwhile, President NWWA inaugurated a Ladies’ Gym at NWWA Kendra and the Maritime Heritage room named as, ‘Nancowry’ at Samudrika Museum, Phoenix Bay describing the evolution of Bharat’s maritime history since ancient times to date.
Before departing for Delhi, the CNS addressed Joint Services personnel at Dweepika Auditorium and outlying units via video conference, commending their dedication in safeguarding the nation’s maritime frontiers. He lauded ANC’s pivotal role in strengthening operational readiness in the region. The visit concluded with a solemn tribute at Sankalp Smarak, honouring the unwavering spirit and sacrifices of those who served in the islands.
ANTCC President Appeals for a Mortuary Van in Harminder Bay, Little Andaman
Sri Vijaya Puram, Mar 04: The Andaman Nicobar Territorial Congress Committee President, Mr. Rangalal Halder, recently visited Harminder Bay in Little Andaman, a tribal region with a population of approximately 2000 people. During his visit, he was deeply disturbed to learn about the complete lack of a mortuary van in the area. This has created an unbearable situation where grieving families are forced to transport their deceased loved ones using private vehicles, adding to their emotional distress and raising serious concerns about hygiene and human dignity.
In his letter to the Chief Secretary, Andaman & Nicobar Administration, Mr. Halder highlighted the anguish and helplessness of the residents in handling such tragic situations. The exorbitant cost of arranging alternative transportation further burdens the people, making it unacceptable that such a fundamental service remains unavailable in a region that so desperately needs it.
Mr. Halder strongly urged the Administration to take immediate action to allocate a dedicated mortuary van for Harminder Bay. He emphasized that providing this essential service would offer much-needed relief to the residents and ensure that they receive the dignity and respect they deserve during times of loss.
The ANTCC President called upon the authorities to address this pressing issue without delay, reaffirming his commitment to advocating for the welfare of the people of Harminder Bay.
Chess- in-Schools (CiS) programme begins for the Trainees of Dr. S. R DIET Garacharma
Sri Vijaya Puram, Mar 04: The three day Chess in Schools (CiS) programme, an initiative of the Department of Education, A&N Administration, commenced today for the trainees of Dr. Sarvepalli Radhakrishnan DIET Garacharma, at its auditorium. Mr. Gyan Sheel Dubey HoO (Education) made the ceremonial first move against a second year trainee to begin the programme in the presence of Mr. Mohd. Irshad Ahmed, Asst. Director (PE/ Sports, Department of Education, A & N Administration and other officials of the Education Department.
Addressing the gathering, the HoO (Education) highlighted the significance of the programme and encouraged participants to make the most of this opportunity to deepen their understanding of the game.
Speaking on the occasion, Mr. Mohd. Irshad Ahmed, AD (PE/Sports) emphasized how chess nurtures essential life skills such as planning, strategy, problem-solving, and decision-making, all of which are crucial for students’ overall development. ICAR-CIARI Licenses its Patented Technology on Cinnamon Bark Rubbing Tool to the Island Entrepreneur
Sri Vijaya Puram, Mar 04: A memorandum of understanding was signed between Dr. Eaknath B. Chakurkar, Director, ICAR-Central Island Agricultural Research Institute, Sri Vijaya Puram and Mrs. R. Karthika Devi, a young entrepreneur from South Andaman, on March 4, 2025 in the presence of scientific staff of the institute. ICAR-CIARI is a premier institute striving hard to develop farmers- friendly technologies having relevance to the farmers of these islands as well as mainland India. True cinnamon is an ancient tree spice that has been valued as a flavourant, medicine and raw material for flavor and fragrance industry for centuries. In order to meet the domestic requirement, the bark of cinnamon and cassia is being imported to the tune of about Rs. 900 crore worth every year. In order to reduce this dependence, promotion of cinnamon cultivation in the country is the need of the hour. However, the tedious harvesting process deters the farmers from taking up its cultivation. The process of harvesting in cinnamon involves scraping of the outer layer of bark, rubbing of the stems, and careful removal of the inner bark from the stem of the tropical species Cinnamomum verum. As the operation involves skill, only a few people are aware about the technique of bark extraction in the areas of production, thereby adding to the cost of harvesting.
Presently, for the process of rubbing of bark, no tools are available in the market and the traditional method leads to quality loss of the produce in most of the cases. In order to address this issue, the team of researchers from ICAR-CIARI namely Dr. Ajit Arun Waman and Dr. Pooja Bohra developed a cinnamon bark rubbing tool- Dweep CinnRub that is not only user friendly but also saves time and energy in the process of harvesting. The tool would be a boon for existing cultivators of cinnamon in the coastal and island states of India apart from regions, wherein area expansion of cinnamon is taking place. In order to make this technology available in the local as well as national markets, the technology was licensed to Mrs. R. Karthika Devi, who aims to mass produce the tool so that it reaches the needy stakeholders. The Director expressed his happiness that a young women entrepreneur of these islands has showed interest in taking up this task and extended his wishes for the venture.
Foundation Stone Laid For Multipurpose Shed at Junglighat, Ward No. 13
Sri Vijaya Puram, Mar 04: In a significant step towards addressing the longstanding demand of local residents, Mr. Sudeep Rai Sharma, Chairperson, Sri Vijaya Puram Municipal Council (SVPMC), laid the foundation stone for the construction of a multipurpose shed at Junglighat, Ward No. 13 on 04/03/2025. The event took place in the august presence of Mr. Azharuddin Zahiruddin Quazi, IAS, Secretary, SVPMC, along with council members, officials, and local residents.
The multipurpose shed is being constructed in response to public demand, as residents of the area have been facing difficulties in organizing various community gatherings, ritual functions, poojas, and other small events due to the lack of a dedicated space. The initiative reflects the Council’s commitment to ensuring improved civic infrastructure and community welfare.
Speaking on the occasion, Mr. Sudeep Rai Sharma reaffirmed the Council’s dedication to enhancing basic amenities for the public. He emphasized that the construction of this shed will provide much-needed support for various social, religious, and cultural activities in the locality. He also urged the contractors to adhere to the stipulated timeline and complete the work at the earliest so that residents can avail of the facility without delay. The SVPMC continues to work towards strengthening public infrastructure and improving the quality of life for its residents through various developmental initiatives.
DBRAIT Hosts Awareness Program on AIDS Control, STI/STD Prevention, and Drug Intoxication as Part of Red Ribbon Activity
Sri Vijaya Puram, Mar 04: As a part of Red Ribbon Activity under Andaman & Nicobar Aids Control Society , an Awareness Program was conducted in DBRAIT for sensitization of AIDS Control , STI/STD Prevention and control , and Drug Intoxication and its effects on Youth by the Mr. Altamash Mustafa , Faculty Incharge B.Tech (Civil) and Nodal officer Red Ribbon Club DBRAIT. Competition on Power Point Presentation and Reel Making was also conducted. The student Mr. Sawsti Ranjan, Vidyut Kumar, Ayush Kishen, Reagan, Pinky Roy, and Tarikul participated with great zeal and became the winners of the events.
Services of Speed Boat to Little Andaman on Every Thursday
Sri Vijaya Puram, Mar 04: The Directorate of Shipping Services is pleased to announce the introduction of an additional ferry service to cater to the transportation needs of commuters traveling to and from Little Andaman.
Starting March 6, 2025, a Speed Boat service with a capacity of 75- 100 passengers will operate every Thursday. The vessel will depart from Phoenix Bay Jetty at 0615 hours and return to Sri Vijaya Puram the same day, departing at 1300 hours from Little Andaman
This new initiative is aimed at aimed at improving accessibility and convenience for residents and visitors of Little Andaman. The service complements the existing schedule of the larger vessel, which currently operates three weekly trips to Little Andaman on Tuesdays, Fridays, and Sundays.
Andaman LitFest 2025: A Celebration of Indian Literature Kicks Off in Sri Vijaya Puram
Sri Vijaya Puram, Mar. 4: With an aim to celebrate the richness of Indian literature and promote cultural and intellectual exchange and a vibrant literary culture amongst the Islanders, the Art & Culture Department, Andaman & Nicobar Administration, in association with Sahitya Akademi, New Delhi, will be organizing a first of its kind Literature Festival- “Beyond the Horizon – Andaman LitFest” here this month. This three-day literature festival will take place in the auditorium of Tagore Govt College of Education, Middle Point, from 10 am to 5 pm from March 27 to 29, 2025.
Around 25-30 writers from different Indian languages are likely to participate in this Literature Festival. Similarly, around 12 local authors will also participate in this festival which aims at creating an enriching experience for literature enthusiasts.
Participants will have the opportunity to engage in various literary sessions, competitions, and discussions, poetry recitation session etc., providing a platform for creativity and intellectual exchange. As part of the Literature Festival, the Official Language Department of the A&N Administration will also organize a ‘Haysa Kavi Sammelan’.

Ten-Day Book Fair to Promote Reading Culture Opens at ITF Ground, Sri Vijaya Puram
Sri Vijaya Puram, Mar. 4: The Art & Culture Department, A&N Administration, in association with the National Book Trust (NBT), will be organizing a grand ten-day Book Fair, to be held at the sprawling ITF Ground at Sri Vijaya Puram, from April 1 to 10, 2025. This event aims to foster a love for reading and promote literary culture amongst the people, especially students of these Islands. This Book Fair would not only benefit readers of all ages but also serve as an opportunity for publishing houses and authors to connect with the public. The Book Fair will remain open from 11 AM to 9 PM.
The fair will feature 40 stalls displaying books from different publishers from mainland India, offering a diverse collection of genres and authors. Renowned authors from the mainland will participate in this mega event, engaging with participants through book signings, interactive sessions, and more.
In addition to the book-related activities, cultural programs will be organized in the evening hours, adding a festive atmosphere to the event. This book fair will provide an excellent opportunity for people to browse through a wide variety of books and purchase them directly from the stalls.
In this connection, the Deputy Director, National Book Trust (NBT), Shri Mayank Surolia visited Sri Vijaya Puram today. He inspected the venue and held discussion with the Chief Secretary, A&N Administration and other senior officers for successful conduct of the event. NBT is an autonomous organization under the Ministry of Education, Government of India. Established in 1957, NBT’s primary objective is to promote the reading habit and create a literate society through the publication and distribution of quality books.
