Diglipur, Dec. 24: The Pradhan, Gram Panchayat Ramnagar, Diglipur Shri Mitu Das has raised the issue of the A & N Administration’s restriction on awarding works by the Panchayat to cooperative societies without tender.
Talking to Andaman Sheekha Daily, Mr. Mitu Das said that as per the A & N Administration Secretariat Notification dated 20th January 2012, specifically the A & N Islands GIA to Panchayati Raj Institutions Amendment Rules 2012 clearly states that works may be awarded to co-operative Societies without the call for tender up to Rs. 6 lakhs by the Pradhan.
However, in a letter reportedly received by the Pradhan from the Assistant Engineer, PRIs, dated 9th December 2024, it was reportedly mentioned that according to the minutes of the meeting chaired by the previous Chief Secretary, for the Diglipur Block, it was reportedly advised to dispense with the existing system of awarding works to Cooperative Societies and to initiate tendering for all works, the Pradhan decried.
Taking a great exception to it, the Panchayat is reportedly not in a position to award works to the co-operative societies in the traditional mode of work-order system, and as a result of which, development of the village is at stake, Mr. Das said.
At present the GP Ramnagar has two estimates ready each amounting to Rs. 5,26,187. According to the PRIs guidelines, both works should be awarded to cooperative societies in work order system mode, based on the Roster system, the Pradhan said. However, the Engineering Wing is reportedly currently not agreeing to proceed with the work order mode, the Pradhan alleged.
Amid all this, Shri Mitu Das has written a letter to the Chief Secretary, A & N Administration, Sri Vijaya Puram on 20th December 2024 with the request for the Administrator’s intervention in this matter, as it is reportedly severely affecting the development of villages under GP Ramnagar and the functioning of the Panchayati Raj Institutions, the Pradhan further said.
