At the outset, Shri Brajesh Kumar, Executive Member, CIARIEWA welcomed the Chief Guest. Shri. Shyam Narayan, Executive member presented introduction of the Chief Guest to the house in detail. The institute employees shared their experiences and gratitude to the chief Guest for his valuable contribution to the Institute and Island agriculture over the years. Dr. Jai Sunder, Chairman, CIARIEWA expressed his view and wished him for his healthy, prosperous and peaceful post retirement life.
The Director and Patron, CIARIEWA, ICAR-CIARI, Port Blair, Dr. Eaknath B. Chakurkar appreciated the contribution made Dr. M. S. Kundu in the field of technology transfer and supporting the validation of scientific research especially for Nicobari Pig. The Chief Guest Dr. M. S. Kundu was honoured with shawl and memento as a token of love and appreciation. At the end, Smti. Asma Bibi, Member, CIARIEWA presented vote of thanks. Secretary (SW) inaugurated two newly constructed Anganwadi Centres under ICDS Urban Project
Sri Vijaya Puram, Nov 29 : The Secretary (Social Welfare), Shri. L Kumar, IAS, A & N Administration inaugurated two newly constructed Anganwadi Centres namely Carbyn Quarry 2 and Beodnabad under ICDS Urban Project South Andaman today in the presence of Shri Rajesh Ram, Councillor (Ward No.22), Shri. Paramasivam, Pradhan, Beodnabad, Shri, PC James, PO ICDS, Zilla Parisad Member, Samiti Member, PRI Members, Executive Engineer (APWD, CD-II & CD-III), Assistant Engineer (APWD, CD-II & CD-III), Junior Engineer (APWD, CD-II & CD-III), Head Mistress (Govt. Middle School, Brookshabad), Paramedical staff and general public.
The Secretary (Social Welfare) underlined the importance of community participation in supporting Anganwadi workers and ensuring that children benefit from these services. Collaboration between parents, community leaders, and the Government is essential for creating a strong support system for children’s holistic development. The chief guest further highlighted the Government’s commitment to ensuring every child, especially in Urban areas to receive adequate nutrition and education (Poshan Bhi – Padai Bhi).
Smti. Zarina Bibi, Child Development Project Officer, ICDS Urban Project welcomed the gathering and appraised the support from the line Department and active participation of the community. She also explained about the contribution of the Anganwadi Centres in the village.
The Ward Councillor, Pradhan, and Zilla Parishad Member expressed their gratitude to the Secretary (Social Welfare) for fulfilling the demand for an Anganwadi Centre in their respective areas. The vote of thanks was delivered by Smti. Jessy Susan George, Mukhya Sevika.
Applications Invited for Food and General Stalls at Island Tourism Festival 2024
Sri Vijaya Puram, Nov. 29 :Applications have been invited from the interested entrepreneurs/firms/individuals for allotment of Food/General stalls during Island Tourism Festival-2024 which is to be held from Dec. 27 to 31, 2024 for 5 days at ITF Ground. The stall will be allotted to the selected applicants on lottery system as per the terms and condition laid down in the application form.
The filled-in application form (Annexure-I), signed copy of terms and conditions alongwith prescribed rent and Security Deposit for allotment of stalls i.e., general items/food stalls is to be submitted to Planning Section, Directorate of IP&T on or before Dec. 6, 2024 by 3 PM. TERMS AND CONDITIONS FOR ALLOTMENT OF STALLS IN ITF-2024
1 | Application should be enclosed with two separate Demand Draft (One for Rental amount and one for Security Deposit) in favour of Sr. Accounts Officer, Directorate of IP&T, Sri Vijaya Puram. |
2 | Demand drafts for rental and security amount shall be refunded in case of non-allotment. |
3 | Fabrication and decoration of the stall including the electrical fitting and face lifting will be the responsibility of the stall holder and should be as per the layout/design and concept submitted along with application. |
4 | The tentative date for occupation of stall allotted is 24/12/2024 failing which the stall will be allotted to the waitlisted applicant. |
5 | The stalls allotted should be put up in a befitting manner and all the works related to the completion of stall including decoration should be done as per the design and layout submitted with the application, and may be kept open for inspection on 24/12/2024 The recommendations/suggestions of the department of Tourism, if any should be carried out imperiously by the stall holder at their own cost. |
6 | The decoration and furnishing has to be limited to the area inside the stalls. The decoration/furnishing/display should be good and without disturbing the whole ambience. |
7 | The Tourism Department reserves the right to cancel the allotment at any time during the ITF, 2024, if the stall holders do not maintain the expected level of standard or not abiding the terms and conditions of allotment of stalls, in such conditions, the rent/Security Deposit shall be forfeited. |
8 | If any stall holder consumes more than 1.2 kw the power permitted, the connection to such stall will be automatically discontinued without notice. If additional requirement of power supply is felt necessary by the stall holder, he may contact the Executive Engineer, Workshop Division, APWD. |
9 | Food items should not be kept open. All food items should be prepared in good hygienic conditions and have compliance of standard, prescribed by the Directorate of Health Services/PBMC/Food Safety Standard Act. |
10 | Application for food stall should be accompanied by a Food Safety and Standards Authority of India certificate obtained from the competent authority. |
11 | Own dustbins should be kept by the stall owners including food stalls for waste disposal and charges applicable by PBMC for maintaining |
12 | If wash Basin/Hand wash facility is provided in the stall, it should be ensured that drainage pipe attached to it to take the waste water to a place/pit behind the stall. |
13 | All workers in the food stall should possess good health & checked by the allottee prior to commencement of functioning. |
14 | The staff deployed in the stall should be courteous, cordial to the visitors properly dressed and well-disciplined while on duty particularly in the food stalls. |
15 | Rate of each items should be properly displayed in front of the stall especially for Food stalls. |
16 | Chairs or display items should not be placed obstructing the passage in front of the stalls. |
17 | Cooking by using fire wood inside or outside of the stall is strictly prohibited. Proper fire safety arrangement should be made by the stall holder. All food vendors should follow the guidelines of the Chief Fire Officer in this regard. |
18 | Article other than those mentioned in the application form should not be sold or displayed in the allotted stalls. |
19 | It is the sole responsibility of the stall holder to handover the stalls to the APWD after the exhibition is over in perfect conditions and obtain a No Objection Certificate from the Junior Engineer, APWD, Site Office, SVPSD for release of Security Deposit. The Directorate will not bear any responsibility for damages if any to the items caused by loss/theft/natural calamities or any other reasons thereof or non-handing over of the stall to APWD after the festival. |
20 | No vehicle will be allowed to go inside the venue from 27th to 31stDecember, 2024. |
21 | Single use plastic is completely banned. Advertisement/banners/posters etc. will be allowed in the venue, with prior permission. |
22 | The stall owners cannot sublet the entire stall or part of the stall allotted in any case, if anyone is found violating this conditions, the allotment shall be cancelled and rent/security deposit will be forfeited, Electrical connection will be disconnected, besides any other action as deemed fit also be initiated by the A & N Administration. |
23 | Articles, which may cause hurt to any community/religion/sex in any way, will not be allowed to be displayed in the stalls. |
24 | Food/drink items will not be permitted to be sold in the area of general display stalls. |

A&N Traffic Police Mandates Display of Contact Details on Commercial Vehicles for Improved Accountability
Sri Vijaya Puram, Nov 29 : A&N Traffic Police directs all commercial vehicle owners/drivers to strictly adhere to the provisions of the Central Motor Vehicles Rules (CMVR), 1989, which mandate the display of vehicle registration marks and related information in a conspicuous and standardized manner. To enhance accountability and address traffic congestion effectively, the following additional directive is being emphasized:
Contact Details for Commercial Vehicles,
as per Motor Vehicle Act/Rule which allows for the inclusion of supplementary vehicle details for operational efficiency, all commercial vehicles are required to prominently display the owner’s or driver’s contact number on the vehicle. This shall be affixed on both sides and the rear of the vehicle in a legible manner using durable material.
Advisory for Private (Own Use) Vehicles while this rule specifically applies to commercial vehicles, the Traffic Police advises owners/drivers of private vehicles to voluntarily affix their contact details.
This measure will facilitate communication with the vehicle owner or driver particularly when vehicles are left unattended, obstructing traffic or causing inconvenience during peak hours or emergencies to avoid being towed away by Traffic Police which sometimes cause minor damage to the vehicle.
Pradhan of Uttara Demands Urgent Re-Alignment of PPR Pipeline to Resolve Decades-Long Water Scarcity

Uttara/Diglipur, Nov. 28: Shri Prakash Mondal, Pradhan, Gram Panchayat Uttara has pressed for early commencement of the work namely: “Re-Alignment of PPR pipe line for length of 2.90 km from old APWD CC Weir camp No.10 to main road NH-4 near Kallu Nallah Bridge (Phase-I)” by APWD, Kadamtala.
According to information, the existing pipeline infrastructure has been experiencing frequent breakdowns leading to severe water scarcity and improper drainage for the last twenty years in areas such as Uttara, Shantanu and Kadamtala. And as a result of which, the residents of these areas have been facing severe inconveniences, the Pradhan said.
The Pradhan, realizing the exigency and gravity of the situation, has reportedly written a letter to the Chief Secretary, A & N Administration, Sri Vijaya Puram on 25th November 2024 apprising the authority of the sufferings of the residents owing to the old and damaged pipeline which often reportedly conks out, and the exigency of executing the pipeline work without further delay so as to alleviate the sufferings of the residents and also to ensure a safe and reliable water and sewage system, the Pradhan emphasized.
Accomplishment of the pipeline infrastructure will undeniably improve the living conditions of the residents of Uttara, Shantanu and Kadamtala, while incidental problems may also be arrested, the Pradhan further opined.
Member of Parliament Pushes for Revival of National Highway Projects in A&N Islands
Sri Vijaya Puram, Nov 28: Mr. Bishnu Pada Ray, Member of Parliament, A & N Islands during the 16th Lok Sabha (2014-2019) had taken up the matter of upgrading six State Highways to National Highways as it has numerous benefits. Acting on his request, six key State Highways in the Andaman & Nicobar Islands were accorded principal approval for declaring the same as National Highways (NH) in 2017. For these road projects the preparation of Detailed Project Reports (DPRs) was entrusted to the APWD, A&N Administration vide MoRTH’s letter No. NH-14014/187/2015-P&M dated 6th July 2017.
The roads which were considered for NH up-gradation are 1. Jetty Hut Bay RK Pur to VK Pur (SH – 1) in Little Andaman – 22 kms, 2. Havelock jetty to Ramagar beach (SH -4) – 11 kms, 3. Govindnagar jn to Kalapather (Havelock)- 09 km 4. Neil Jetty Island to Sitapur (Neil Island) – 04 kms, 5. Kalara junction to Ramnagar (SH-14), Diglipur – 20 kms, 6. Diglipur Bazar (NH4) to Hatilevel (SH-15) -24.70 kms.
As the scenario changed after 2019 Lok Sabha elections the monitoring on the projects did not happen. Thereby the six newly sanctioned National Highway roads did not see any progress. The DPRs could not be finalized and no steps were taken to advance these crucial projects. The people of the region, who had pinned their hopes on these road upgrades for improved connectivity and development, have been eagerly awaiting its implementation.
To press the revival of the projects, the MP today met Mr. Nitin Gadkari, Minister of Road Transport and Highways, Government of India in the Parliament and requested him to renew the proposal of upgradation of the said 06 roads.
The MP further urged the Minister to direct the A&N Administration to expedite the preparation and submission of the DPRs to the Ministry for early sanction and execution.
The Minister immediately directed the concerned Secretary to expedite the actions for implementation of approved projects, MP informed.
The MP has further observed that the completion of the 6 NH road projects will be a significant step forward in addressing the region’s infrastructure needs and enhancing the quality of life for its residents.
Police Team From Ps Chatham Arrests Accused In Gold Mortgage Fraud Case
Sri Vijaya Puram, Nov 28: Working professionally and diligently, the team of Police Station Chatham successfully apprehended one accused involved in a case of criminal breach of trust and fraudulent mortgage of gold.
On 30th June, 2024, a complaint has been lodged by Mrs. V. Sumathi at PS Chatham against her brother-in-law P.K. Murugeshan, S/o P. Krishnan R/o Anarkali. The complaint alleged that Murugeshan had mortgaged her gold ornaments without her consent or knowledge at Muthoot Finance and fled the islands with the proceeds. Upon this, an FIR was filed under the relevant sections of the law at PS Chatham.
Through mobile surveillance and local intelligence, information received that the accused would be arriving at Sri Vijaya Puram in November by flight to meet his family members. Acting swiftly on this information, surveillance was kept over Veer Savarkar International Airport and on 28th November 2024, accused has been successfully apprehended by the Police team at VSI airport.
This successful operation underscores the unwavering commitment of the Andaman and Nicobar Police to ensuring justice and holding offenders accountable for their actions.

Governor, A&N Islands and Vice-Chairman, Islands Development Agency today at Raj Niwas.
My Visit to IISc Bangalore

When I first heard that we had received permission to visit the prestigious Indian Institute of Science (IISc), Bangalore, on 14th November (Thursday) – a date that coincided with our educational tour to Bangalore – my excitement knew no bounds. Usually, IISc grants permission to visit its campus only on Fridays. Therefore, getting this special permission in itself was exciting news for all of us. Our educational tour, consisting of eleven M.Sc. Botany students, was accompanied by the HOD Botany, JNRM, and a lady staff member. We reached Bangalore on 13th November.
The very next day, i.e., 14th November, was filled with excitement. It was our day to visit IISc. The institute, called ‘Tata Institute’ by the locals, is regarded as a premier research and education centre for science and engineering in the country. After a sumptuous breakfast at the iconic Mavalli Tiffins Room (MTR) in Gandhinagar, we began our journey to IISc by boarding a bus from the Majestic. The bus ride was comfortable. I was awestruck to see hundreds of government-run buses at Majestic, the main bus stand of Bangalore. Public transport is very well organized in Bangalore. It took about 30 minutes to reach IISc from the Majestic.
We reached IISc well before our scheduled visit time of 11.30 AM. We had ample time on our hands. Therefore, after finishing all the formalities and obtaining the token passes at the entry gate, we started to explore the sprawling campus.
The IISc campus is vast, spanning about 400 acres. The roads are wide and are shaded by lush green canopies. Sunrays rarely found their way onto the walking path. It was very soothing. I noticed that students, research scholars and teachers were all riding bicycles inside the campus. It was a new sight for me. I had never experienced such peace and calmness before in my life. I am at a loss for words to describe the academic charm and brilliance of the campus.
The IISc campus is a beautiful blend of historic buildings and modern facilities. During our walk on the campus, we passed by the JRD Tata Memorial Library, followed by several other iconic buildings. On our way to the Department of Microbiology and Cell Biology (MCB), which had granted us the time slot from 11.30 AM, our HOD shared his experience of a month-long training on ‘Recombinant DNA Technology’ he had attended at IISc in 2010. He told us how researchers would cycle back to their respective laboratories after dinner and work until 1-2 AM. Walking those same paths, knowing that some eminent people like Sir CV Raman, Homi Bhabha, Vikram Sarabhai, Anna Mani, Satish Dhawan, and CNR Rao, to name just a few, were once part of IISc, I felt a deep sense of pride and inspiration.
We reached the Department of Microbiology and Cell Biology (MCB) by 11 AM and waited in the reception area. I found that people working in IISc are very particular about their time. We were asked to reach the MCB department at 11.30 AM. At exactly 11.25 AM, we were warmly welcomed by Dr. William Surin, Principal Research Scientist at MCB. He took us around the Central Instrumentation Facility of the Department and showed us many advanced instruments like the NMR machine, gas chromatography, ultracentrifuge, sonicators, spectrophotometers, etc. We also got to know the working principles and applications of these instruments. Dr. Surin also explained flow cytometry, an analyzer used to study neutrophils and macrophages. We had read about these instruments in theory only. Seeing these instruments for the first time was an enriching experience for all of us.
We visited various research laboratories of the faculty members. I was fortunate to know the different ongoing experiments and projects undertaken by the research students. The enthusiasm of the researchers and the advanced equipment they were working with left a lasting impression on me.
One of the highlights of our visit to IISc was the opportunity to interact with faculty members and the Chair of the MCB Department. We were taken to the conference hall, where we met Prof Saumitra Das, Chair of the MCB Department and Prof. Utpal Nath. The Chair and the faculty members of the department were not only very knowledgeable but also very easily approachable. They shared their insights and experiences. The Chair explained the collaborative work of IISc’s various biological science departments. He spoke about research on microbes that cause diseases like hepatitis, cancer, etc. He also spoke about how viruses and bacteria cause diseases in crop plants and methods to prevent this. Prof. Utpal Nath, an expert in plant biology, shared his ongoing research on the genetics of Arabidopsis thaliana. The entire session was very interactive. We ended it with a memorable group photograph.
After this interactive session, we visited the research lab of Prof Utpal Nath, primarily focused on experiments with model plants. In that section, one research project was going on the plant Arabidopsis thaliana. This plant was grown under controlled conditions at 22°C with specific light exposure. There was a separate room for growing this plant under sterile conditions. Ms Druppal, a research scholar, explained her research on gene manipulation and its impact on the plant’s development. She was studying how removing one gene from this plant would affect its overall growth and development. She highlighted the importance of model plants in understanding complex biological systems and disease mechanisms.
During the visit, we also learned about various scholarships and fellowships offered by IISc. There is a rigorous selection process and only the top 5 % of students who have cleared the CSIR-NET / GATE and similar exams are selected for admission into the Ph.D. programs after interviews. We concluded our visit with a delicious lunch at the IISc restaurant named Nesara.
Overall, my visit to IISc Bengaluru was an inspiring and enriching experience. As I left the campus, I carried with me not just memories of the day but also renewed motivation for my further academic studies. I extend my heartfelt gratitude to the Botany Department, JNRM, and more particularly, Dr Dipon Sharmah, HOD Botany, whose efforts made this opportunity possible. This experience has encouraged me to aim higher in my life.

Director of Transport Inspects Sri Vijaya Puram Bus Terminus; Directives Issued for Enhanced Commuter Facilities
Sri Vijaya Puram, Nov 28: In order to ensure that the services provided by the Transport Department are meeting the requirement of commuters in terms of reliability, safety, comfort etc., Dr. Jatinder Sohal, Director of Transport along with other officers, visited Bus Terminus, Sri Vijaya Puram yesterday for inspection and assessment of the public transport facilities being provided to the commuters. Condition of buses, terminus, parking & maneuvering arrangements inside the terminal, facilities for the commuters, availability of drinking water, washroom facilities etc. were inspected. Though, fitness expiry dates of the buses were displayed, officials were directed to ensure timely fitness inspection of buses after carrying out the necessary repair works. Directions were also issued for maintaining cleanliness of buses, good upholstery and hygiene inside the buses as well as in the Terminus.
Regarding the poor condition of roads in the premises, engineers of APWD were directed to ensure completion of the work in a fast track mode for which the work has already been awarded. As the work on renovation of canteen building has been completed, necessary instructions have been issued to officials to make the canteen functional on priority after following all the codal formalities. This canteen will not only be useful for the commuters who visit the bus terminus daily but also will be a great help for the employees working there.
The Director of Transport also interacted with the commuters travelling in the buses which were originating from the bus terminus and after listening to their grievances, on the spot directions were issued to officials for prompt redressal of their grievances. Bus drivers and bus conductors present on the occasion were also sensitized about the importance of soft skills and they were advised to be sensitive towards all categories of passengers.
The Director of Transport also visited the Central Workshop and inspected the repair and maintenance activities being carried out. He directed all the concerned employees to ensure timely maintenance in buses and also directed that the buses should not only be in perfect running condition but also be complying with all legal requirements.
Similar inspections will be carried out in all the Islands of this UT and feedback from the commuters will be obtained for its timely redressal.
