Sri Vijaya Puram, Nov 22: Admiral D K Joshi, PVSM, AVSM, YSM, NM, VSM (Retd.), Hon’ble Lt. Governor, A&N Islands and Vice-Chairman, Islands Development Agency today unveiled Policies related to Tourism activities & Guide to Direct Recruitment, SOP for North Cinque Island and Logo of A&N Administration in the conference hall of Raj Niwas here today.
Addressing the gathering on the occasion, the Lt. Governor noted with appreciation that A&N Islands have done immensely well in the Rozgar Melas held from time to time by filling around 5400 posts in different Departments. At some occasion, A&N Islands stood first in the country for giving maximum number of appointment letters from a Single Centre during ‘Rozgar Mela’ conducted across the country. The Lt. Governor stated that he himself chaired the review meetings periodically regarding the recruitment process so that the entire recruitment process is completed in a time bound manner.
The Lt. Governor remarked that the most significant part of the recruitment process was that the entire process was done in an absolutely transparent manner and not a single complaint of malafide or corrupt practices has come up. The Lt. Governor congratulated the Chief Secretary and his entire team for conducting the recruitments in a time bound manner in A&N Islands.
Referring to the Tourism Policies, the Lt. Governor stated that the Tourism Department is coming up with unique & outstanding policies aimed at boosting the tourism sector in Isles. He underlined the need for proper publicity of these newly devised policies in the national and international level, so that the Islands get the maximum mileage in showcasing its tourism potential. He expressed the hope that the policies on Bird watching, Caravan Tourism, Luxury Tourism and Glamping Tourism will immensely help in attracting more tourists to these emerald Islands.
The Lt. Governor also appreciated the contributions made by the Chief Secretary in taking Islands on the path of progress.
In his address, the Chief Secretary stated that Tourism & Fisheries projects were constantly monitored during the review meetings held on every Saturday for its meaningful implementation as these two sectors have the potential to take these Islands on the path of economic development. He further stated that Tourism Department has selected 5 policies, out of which, 3 have been unveiled today and other two policies are in advanced stage which will be unveiled soon, he said.
In his opening remarks, the Secretary (Tourism), Shri Viswendra outlined the objectives and vision of the policies brought out by the Tourism Department of A&N Islands which included Policy of Development and Promotion of Luxury Tented Accommodation, Bird Watching Policy and Policy for Development and Promotion of Caravan Tourism. He also informed about the Standard Operating Procedure (SOP) for Tourism in North Cinque Island. The purpose of framing of Standard Operating Procedures (SOPs) for Cinque Island is to ensure that operations in terms of issuing Wildlife Vessel/Ship Permit, Ship tickets, ferrying of tourists, basic amenities and facilities, environmental protection & conservation/ waste management etc. are managed efficiently, safely and sustainably.
Speaking on the occasion, Shri C. Arvind, Secretary (Perl.) gave a detailed account of the entire recruitment process and expressed his sincere gratitude towards Hon’ble Lt. Governor for providing necessary directions which has helped the A&N Administration to conduct the entire recruitment process smoothly and in a time-bound manner. He made a special mention of the Chief Secretary, Shri Keshav Chandra with whose periodic reviews and day-to-day supervision, the UT has been able to achieve the highest recruitments in a mission-mode over last two years resulting in employment opportunities for nearly 5400 unemployed youth. He also mentioned the untiring and relentless efforts and team spirit shown by the R & E Section of the Secretariat for making the entire recruitment process and this massive exercise possible in a time-bound manner with full transparency and merit-based.
Proposing the vote of thanks, the Director (Tourism), Shri Azharuddin Zahiruddin Quazi, IAS expressed his gratitude to the Lt. Governor for unveiling the Policies related to Tourism activities, Guide to Direct Recruitment and SOP of North Cinque Island and Logo of A&N Administration. The Director further stated that these initiatives represent a remarkable stride towards sustainable tourism and environmental stewardship. They not only address the growing interest in eco-tourism and experiential travel but also promise to boost the socio-economic fabric of our region while preserving its natural beauty and cultural heritage. These policies are not just initiatives—they are transformative steps toward positioning our region as a hub for responsible and innovative tourism. “We are excited about the immense potential they hold to create economic opportunities, promote local culture, and protect our invaluable natural resources”, he added.
The Logo for Andaman & Nicobar Administration which was unveiled today conveys historic legacy of A&N Islands and the essence of the Government’s thrust towards infrastructure thereby contributing towards ‘Viksit Bharat’. The Logo designed by an Island’s well known Designer, Shri Jag Jeevan Ram represents the historical legacy – Cellular Jail, Flora and Fauna of the Islands i.e. Mangroves, State Animal Dugong and Narcondam Hornbill, Infrastructures – Veer Savarkar International Airport Terminal Building, International Container Tans-shipment Terminal (ICTT) Great Nicobar, Azad Hind Fauz Setu (Uttara) connecting Gandhi Ghat & Uttara in Middle Andaman and Solar Panels representing a paradigm shift in renewable energy sources.

Harinagar Panchayat Delegation Seeks Urgent Action on Water Crisis, Infrastructure Issues in Meeting with Deputy Commissioner

Harinagar/Diglipur, Nov. 22: Shri Manojit Halder, Pradhan, Gram Panchayat Harinagar, accompanied by Shri Dilip Kumar Das, Panchayat Samiti Member and Shri Prosenjit Mondal, Chairman Standing Committee met Shri Dilkhush Meena (IAS), Deputy Commissioner, North & Middle Andaman Mayabunder on 20th November 2024 and apprised the Administrator of public woes and severe problems thrown by a plethora of issues.
Talking to Andaman Sheekha Daily, Mr. Halder said that the discussion with the DC chiefly centred on some pressing developmental issues of GP Harinagar. The outdated and rusted pipeline has not been reportedly replaced, and the check dam’s renovation remained incomplete risking a severe water crisis in the upcoming summer, the Pradhan said. And he has attributed the blame to the concerned APWD Officials whose alleged negligence in maintenance of the pipelines and check dams in the areas has led to severe challenges, he said. The quarters of the staffs of the PHC Billiground are in a dilapidated state, despite repeated complaints by the Gram Panchayat to the Administration, while the construction of an Anganwadi Centre in Pinakinagar Ward No. 1 remains incomplete despite multiple appeals to the Department of Social Welfare and APWD, he decried.
The Deputy Commissioner, however, sounded positive and assured the delegation that these matters would be addressed with the appropriate authorities on priority, the Pradhan further added.
Chief Secretary Pens Book on A&N Islands’ Rich History and Beauty
Sri Vijaya Puram, Nov 22: The Chief Secretary, A&N Administration, Shri Keshav Chandra, IAS today unveiled a book penned by him titled ‘When Turquoise Waters Turned Dark’. At a brief function held in the conference hall of the Secretariat, the Chief Secretary unveiled the Book in the presence of Shri Hargobinder Singh Dhaliwal, IPS, DGP, A&N Islands, senior Officers of A&N Administration and members from media fraternity.
Briefing the gathering about the content of the book, the Chief Secretary said, the book focuses on Isles mesmerizing beauty & the imperial history of A&N Islands with lots of research. The foreword of the book has been written by Shri Raghu Rai, a world famous Photographer and Journalist. He disclosed that Penguin is the publisher of the book and it contains 6 chapters. He mentioned that when the imperial phase started, this place was called ‘Kaalapani’ (dark waters) and that’s why the book has been aptly titled as ‘When Turquoise Waters Turned Dark’. This is the story of Kaalapani, which starts with the advent of Archibald Blair, Naval Surveyor and how it all started, then the story of Ross Island (now Netaji Subhash Chandra Bose Island), two iconic structures i.e Cellular Jail & Viper Jail and also about Nicobars-about the tribal life and their anthropological aspects, the difficulties faced by Islands during Japanese period and also some other activities which took place. The book ends with history about the aboriginal tribes of this place.
The Chief Secretary further remarked that the main idea to pen down a book is not only to capture the history of these Islands but also to make aware the treasure trove of beauty it posses. The book contains lot of photographs highlighting the beauty of the Islands, the Chief Secretary said. Those who are interested to know about A&N Islands will find the book very interesting and useful.

District Administration, South Andaman Intensifies Anti-Encroachment Drive Across Ferrargunj, Sri Vijaya Puram, and Little Andaman Tehsils
Sri Vijaya Puram, Nov 22: In a determined effort to protect public land and curb unauthorized encroachments, the District Administration, South Andaman conducted extensive eviction drives across Manglutan village in Ferrargunj Tehsil, Austinabad village in Sri Vijaya Puram Tehsil, and Netaji Nagar village in Little Andaman Tehsil. These operations reflect the Administration’s unwavering commitment to safeguarding government resources and ensuring their rightful use.
At Manglutan under Ferrargunj Tehsil, unauthorized encroachments were identified on the land of the Andaman Sea Food Cooperative Society. The encroachments included temporary structures, fencing, areca nut and banana plantations, and three houses constructed with GI sheets. A locked house was cleared after confiscating materials through a Panchanama in the presence of police personnel, PWD staff, and local residents. The drive successfully reclaimed approximately 0.3500 hectares of government land and restored it to official records.
Under Sree Vijayapuram Tehsil, the eviction drive in Austinabad village led to the removal of 11 unauthorized encroachments, comprising two structures and nine fencing cases. This operation restored 0.2000 hectares of government land to its original status.
In Netaji Nagar, Little Andaman Tehsil, fresh encroachments over an area of 0.06 hectares were identified and cleared. The reclaimed land has been fully restored to its lawful state.
Through these efforts, the District Administration has reclaimed an aggregate area of 0.6100 hectares, emphasizing its dedication to preserving public land and ensuring its sustainable use.
The District Administration underscores the importance of responsible land management and urges citizens to support these initiatives by refraining from unlawful activities. Sustainable development and equitable resource management remain key priorities for the District Administration, South Andaman.

Heavy Rain and Squally Weather Predicted for A&N Islands
Sri Vijaya Puram, Nov 22: Heavy rain (07-11 cm) is likely to occur at one or two places over A&N Islands on Nov. 23, 24 & 25. An upper air cyclonic circulation over Equatorial Indian Ocean off Sumatra coast and adjoining South Andaman Sea has moved west northwestwards and now lies over east Equatorial Indian Ocean and adjoining South Andaman Sea extending upto mid tropospheric levels.
Under its influence, a low pressure area is likely to form over southeast Bay of Bengal around Nov. 23. Thereafter, it is likely to continue to move west-northwestwards and intensify into a depression over central parts of South Bay of Bengal during subsequent 2 days. Squally weather with wind speed 35 – 45 kmph gusting to 55 kmph is likely over South Andaman Sea, Nicobar Islands and adjoining Southeast Bay of Bengal on Nov. 23 and over Southeast Bay of Bengal, Andaman sea and A&N Islands till Nov. 26. Fishermen have been advised not to venture into the sea along & off A&N Islands, Andaman Sea till Nov. 26.
ICAR-CIARI to Host 5-Day Customized Training Program on Scientific Goat Farming

Field day on “Tuber crops diversity and Scientific Tuber crops cultivation”
Sri Vijaya Puram, Nov 22: The ICAR-Central Island Agricultural Research Institute (ICAR-CIARI), Sri Vijaya Puram, Andaman & Nicobar Islands, organized a field day on “Tuber Crops Diversity and Scientific Tuber Crops Cultivation for Improving Food Security” on November 20, 2024. Dr. I. Jaisankar, Senior Scientist at ICAR-CIARI, Port Blair, briefed the participants on tuber crop diversity in the islands. He highlighted the various species, unique collections made by the Institute, the role of the All India Coordinated Research Project (AICRP) on Tuber Crops in the conservation and utilization of genetic resources, and the climate-resilience of tuber crops in ensuring food and livelihood security in remote areas. Mr. Mohit and Ms. Sushma, Subject Matter Specialists from Krishi Vigyan Kendra (KVK), South Andaman, emphasized the importance of diversifying island farming systems with tuber crops to enhance income and generate employment. They also discussed integrated pest, weed, and nutrient management strategies for achieving higher tuber yields under island-specific conditions. Dr. Y. Ramakrishna, Head of KVK, South Andaman, highlighted the potential for marketing and value-addition in tuber crops. He urged farmers to adopt improved technologies developed by ICAR-CIARI and the AICRP on Tuber Crops to integrate successful tuber crop cultivation into island farming systems. The field day aimed to raise awareness about the rich tuber crop diversity in the Andaman & Nicobar Islands and to sensitize farmers to the potential of tropical tubers in enhancing livelihood security. This initiative was part of the All India Coordinated Research Project on Tuber Crops and was organized in collaboration with ICAR-Krishi Vigyan Kendra, South Andaman. The program was coordinated by Mr. Mohit (SMS, Plant Pathology), Ms. Sushma (SMS, Horticulture), and Mr. Tanmai Paul (Farm Manager, KVK, South Andaman). A total of 26 farmers from South Andaman participated in the event, which was conducted under the guidance of Dr. E.B. Chakurkar, Director of ICAR-CIARI, Sri Vijaya Puram.
Deputy Commissioner, South Andaman Distributes Educational Kits to Balika Niketan Children
Sri Vijaya Puram, Nov 22: Mr. Arjun Sharma, IAS the Deputy Commissioner of South Andaman, distributed educational kits to the children of Balika Niketan, Attam Pahad as part of an ongoing effort to promote education and empower young minds under the scheme Beti Bachao and Beti Padhao on 21.11.2024. The event took place at Balika Niketan and was attended by several dignitaries and officials.
The event began with a warm welcome address by Mrs. Zarina Bibi, the Child Development Project Officer (CDPO) of the Urban Project, who expressed her gratitude towards the efforts of the local administration in supporting the welfare of children in the region.

Opportunity for Youth to Engage in Viksit Bharat Young Leaders Dialogue and Interact with Prime Minister
Sri Vijaya Puram, Nov 22: In alignment with the vision of Prime Minister Narendra Modi to foster greater youth involvement in shaping India’s future, Union Minister of Youth Affairs and Sports Mr. Mansukh Mandaviya announced the launch of the Viksit Bharat Young Leaders Dialogue at a press conference held in New Delhi.
To ensure widespread participation from the Andaman and Nicobar Islands, a regional press conference was organized at JNRM, Port Blair. The event saw the presence of key officials including Ms. Debasmita Bal, Sports Authority of India (SAI) Incharge of A&NI, Mr. Gopal Biswas, NYKS Incharge of A&NI, Dr. Kandi Muthu, NSS Incharge, and youth icon Ms. Shree Vaishnavi. The initiative aims to inspire the youth of the islands to actively contribute to India’s development through this transformative program.
The Viksit Bharat Young Leaders Dialogue is a reimagined version of the National Youth Festival and features a dynamic four-stage competition, the Viksit Bharat Challenge, designed to engage young minds in envisioning and driving India’s progress.

Round 1: Viksit Bharat Quiz (25th Nov – 5th Dec 2024)
Individuals aged 15-29 will participate in an online quiz hosted on the Mera Yuva Bharat (MY Bharat) platform, assessing their knowledge of India’s achievements and progress.
Round 2: Essay/Blog Writing
Quiz winners will showcase their vision for a developed India through essays on themes such as Tech for Viksit Bharat and Empowering Youth for Viksit Bharat. Submissions will also be made via the MY Bharat platform.
Round 3: Vision Pitch Deck – State-Level Presentations
Participants from Round 2 will present their ideas at the state level, where teams will be formed on various themes to represent their states at the national level.
Round 4: National Championship at Bharat Mandapam
Theme-based teams from across the country will compete at the National Youth Festival on 11th–12th January 2025. Winning teams will have the honor of presenting their ideas to the Prime Minister at Bharat Mandapam in New Delhi.
