Rangat/Diglipur, Nov. 04: A Head Constable reportedly committed suicide in the Police Chowki at Out Post Bakultala under Police Station Rangat today. According to information, the deceased was identified as Mr. Ashok Kumar Kullu, Head Constable who was attached to the Police Chowki, Bakultala.
Marks on chin and head suggest that a bullet had pierced his head. The service revolver was reportedly found close to the dead body. The incident reportedly took place on the first floor of the Police Chowki Bakultala between 08:20 am to 08:45 am.
As the regular Chowki incharge of Bakultala was on leave since mid-October 2024, Mr. Ashok Kumar Kullu was the Chowki In-Charge.
Today the regular Chowki In-Charge reported on his duty and while looking for HC Ashok Kumar Kullu, the regular Chowki In-Charge found that the main door of the barrack was partially open and on getting inside he noticed that HC Ashok Kumar Kullu was lying dead in bed and blood was oozing out from his head and a pistol was found below the bed.
The Chowki In-Charge instantly informed the SHO, Rangat, Mr. Madhab Halder. Then the SDPO, Rangat, Shri Rahul L Nair, IPS and the SHO Rangat reached the place of incidence i.e. Police Chowki in Bakultala and started the primary investigation. The Police then informed the Tehsildar Rangat and the Tehsildar as the Executive Magistrate also reached the spot. The forensic team was then called and after the forensic team’s task of capturing and recording data, the body of the deceased was reportedly sent to CHC, Rangat for postmortem.
Mr. Ashok Kumar Kullu, Head Constable was recently transferred to Diglipur. However, the HC reportedly preferred Bakultala as place of posting as his old mother is residing in his house at Bakultala. Ashok Kumar Kullu, HC was reportedly given duty at Police Chowki Bakultala as a temporary adjustment.
Mr. Ashok Kumar Kullu’s wife who is residing at Sri Vijaya Puram with their daughter was informed of the incident. Alleged family dispute for a long time is believed to be the prime cause of the suicide, though the investigation is yet to confirm the actual reason and purport of the death, the source said.
As per details Mr. Ashok Kumar Kullu was transferred from PTS Prothrapur to North and Middle Andaman District in the month of June 2024. Later he was transferred to PS Diglipur from North and Middle Andaman District. Later due to some of his personal family issues and on his request he was transferred to PS Rangat from PS Diglipur. On 20/08/2024 he reported to PS Rangat and on 21/08/2024 he was temporarily attached to OP Bakultala for his convenience, as his family consists of his mother and brother residing at Bakultala.

Elderly Driver Safe After Car Accident in School Line, Police Promptly Responds

Port Blair, Nov 04: A major car accident occurred today in the School Line area, where a car fell into a road side major drain, after losing control. According to sources, the driver, an elderly man, fortunately survived the incident with minimal injuries and was promptly taken for medical assistance. However the car was severely damaged. The police arrived at the scene shortly after being notified and took necessary measures to restore traffic.
After the accident, nearby shop owners and locals immediately gathered to assist, and within moments, police and PCR vans reached the site. Only the driver was found inside the vehicle, sources said. Further details are awaited.
National Tsunami Mock Exercise to be Conducted by A&N Islands with INCOIS on World Tsunami Awareness Day
Sri Vijaya Puram, Nov 04: Along with the Countries on the Indian Ocean Rim, other Regional Tsunami Advisories Services providers, INCOIS, Hyderabad, the Union Territory of A&N Islands will be participating in the National Tsunami Mock Exercise tomorrow (Nov.5) coinciding with World Tsunami Awareness Day by Indian Tsunami Early Warning Centre (ITEWC), Indian National Centre for Ocean Information Services (INCOIS), Ministry of Earth Sciences, Govt. of India, Hyderabad and other Service Providers of Indian Ocean Countries with the objective to validate the warning centre dissemination process for issuing Tsunami Bulletins, procedures of Agencies receiving and confirming Tsunami Bulletins, process of dissemination of Bulletins/Messages by the SEOC, EOCs and other Control Rooms to other responsible Agencies within their area or to the public, decision making process about public warnings and evacuations and proper communication method.
The INCOIS will be disseminating bulletins for scenarios simulating a Magnitude of Earthquake of Northern Sumatra, Indonesia commencing from 0900 hrs. on 5th November, 2024 and continuously issue bulletins in regular intervals and the State Emergency Operation Centre (SEOC) will receive all the bulletins from the INCOIS and the same will be disseminated to all the 6 Emergency Operation Centres (EOCs) and various Control Rooms of Port Management Board, Police Control Room, Electricity, APWD and Forest to test end-to-end communication channels and SOPs of respective District/Departments.
A&N Police’s Sub-Inspector G. Suresh Kumar Awarded Kedriya Grihmantri Dakshata Padak 2024 for Excellence in Investigation
Sri Vijaya Puram, Nov 04: It is a matter of great honour and pride for A&N Police that Sub-Inspector G. Suresh Kumar of A&N Police has been conferred the prestigious ‘Kedriya Grihmantri Dakshata Padak-2024 in the field of Investigation for his professional acumen in solving/investigating a gruesome murder case. The award was announced by the Ministry of Home Affairs on the eve of Birth Anniversary of Sardar Vallabhbhai Patel on 31.10.2024.

Mr. Suresh Kumar joined A&N Police on 20.01.1994. He has impeccable integrity and has consistently displayed outstanding performance with highest sense of dedication towards duties . During his posting as SHO/ PS Kalighat, he investigated a gruesome murder case vide FIR No.33/21 dtd. 10/11/2021 u/s 302 IPC. Due to his sincere efforts, the case was worked out and chargesheeted within 42 days. At the end of trial on 05.07.2023, the Court of Law sentenced the accused to undergo rigorous imprisonment for life along with a fine for an amount of Rs. 20,000/- and for failure to do so, he was sentenced to undergo rigorous imprisonment for a further period of 2 months, for committing the said gruesome murder.
Mr. H.G.S Dhaliwal, IPS, DGP, A&N Islands and all ranks of A&N Police has complimented the awardee for the distinction conferred on him and for bringing honour to A&N Police. They wished him success for his future career.
ANTCC President requests for Issuance of Soil Health Cards to Farmers in A&N Islands
Sri Vijaya Puram, Nov 04: The Andaman & Nicobar Territorial Congress Committee President, Mr. Rangalal Halder, has formally requested the Director of Agriculture to resume the issuance of Soil Health Cards for farmers across the Andaman & Nicobar Islands.
In his appeal, Mr. Halder expressed the pressing need for Soil Health Cards, which previously played a critical role in assisting farmers by providing essential information on soil quality and nutrient composition. These cards allowed farmers to make informed decisions on fertilizer and pesticide application, improving both crop yield and soil fertility.
However, Mr. Halder noted that this initiative has been halted in recent years, leaving farmers without necessary data on soil health and resulting in inconsistent application of inputs, which has caused adverse effects on crop productivity and soil quality.
Mr. Halder highlighted that without these vital assessments, farmers may inadvertently contribute to soil degradation, loss of biodiversity, and water pollution due to mismanagement of chemical inputs. He stressed the importance of Soil Health Cards as a foundational tool for sustainable farming, supporting efficient nutrient management, cost-effective farming practices, and environmentally responsible land use.
Furthermore, Mr. Halder urged the Director, Agriculture to prioritize the resumption of this program and ensure regular distribution of Soil Health Cards to the farmers in the Andaman & Nicobar Islands.
Historical Gaurav Yatra in Commemoration of 150th Birth Anniversary of Bhagwan Birsa Munda by Vanvasi Kalyan Ashram ANI
Sri Vijaya Puram, Nov 04: Bhagwan Birsa Munda has been known as the mass hero of the Indian tribal freedom struggle. Birsa Munda has an important contribution in motivating the tribal community of Chotanagpur region for their independence and preparing them for an armed revolution known as “Ulgulan” against the British Rule.
Even today, our forest dwelling society always inspired by Bhagwan Birsa Munda and stands up against its exploitation and oppression and for the protection of its own indigenous faith and culture. Bhagwan Birsa Munda was not only a revolutionary but also a social reformer, herbal physician and a spiritual thinker. Birsa Munda was the great legend among tribals who fought for this motherland and he is also an inspiration for the entire tribal community and a symbol of tribal pride.
At the age of just 25 years, Bhagwan Birsa Munda organized the entire forest dwelling society to protect this country, religion and culture from the British rule and foreign missionaries, which is exemplary for all of us. In view of his incomparable contribution, the Government of India has declared his birth anniversary on 15th November as “Janjatiya Gaurav Diwas”. The 150th year of his birth anniversary is starting from this year which will be celebrated till November 15, 2025.
To mark and commemorate his 150th Birth Anniversary Vanvasi Kalyan Ashram, Sri Vijayapuram (Port Blair) has decided to install a grand statue in its campus. For which a “Dharti Aaba – Bhagwan Birsa Munda: Gaurav Yatra” carrying the said statue will commence on 05th November, 2024 from Lamiya Bay, Diglipur and visit various places/venues and conclude at Sri Vijyapuram through the routes via Mayabunder-Rangat-Bakultala-Kadamtala-Baratang-Jirkatang. Cargo Vessel MV Chuglam Scheduled for Campbell Bay Sailing on Nov 9, 2024; Cargo Booking Opens Nov 5
Sri Vijaya Puram, Nov 04: The cargo vessel MV Chuglam will sail for Campbell Bay on 09.11.2024 (Sat) at 1600 Hrs from Chatham/Haddo/Junglighat Jetty and the vessel will sail back to Sri Vijaya Puram via Nancowry, Katchal, Teressa, Chowra & Car Nicobar immediately after discharging/loading of Cargo at respective ports. Booking of cargo for the above sailing will commence from 05.11.2024 onwards between 0900 Hrs & 1200 Hrs at Commercial Wing.
Loading of cargo will commence from 07.11.2024 (Thu) onwards. All the consignors are requested to adhere to the loading schedule in order to maintain the sailing as promulgated. All the consignors are further advised to book the actual quantity of cargo to be transshipped, as no excess cargo will be allowed.
Ministry of Tourism Launches ‘Paryatan Mitra’ Skill Development Program in A&N Islands to Enhance Tourism Service Quality
Sri Vijaya Puram, Nov 04: The Ministry of Tourism (MoT), GoI, in collaboration with the Tourism Department, A&N Islands has launched the ‘Paryatan Mitra’, an initiative for up-gradation of skills among the service providers in the tourism sector to create trained manpower in the industry to deliver better service to the tourist. The second phase launch ceremony of ‘Paryatan Mitra’ was held in the conference hall of ‘Aapda Prabhandan Bhawan’, Link Road here today. The Assistant Commissioner, Swaraj Dweep, Shri Vikram Singh as the chief guest inaugurated the event by lighting the traditional oil lamp.
In his address, the chief guest expressed happiness regarding the launch of the second phase of up-gradation of skills among service providers. He urged the Tourism stakeholders to device strategy to attract tourists during the monsoon season as well. Apart from the conventional tourist places & spots, the Tourism Stakeholders should also guide the tourists towards bird watching, stargazing, nature trail etc. so that the tourists visiting A&N Islands will get something new to experience, the Assistant Commissioner said.
Pointing that the foreign tourists will be visiting these Islands, once the International fights starts operation, the chief guest said that the youth of these Islands can take up learning foreign languages, which, according to him, will really benefit them in tourism sector. While informing the benefits of skill up-gradation for the service providers, the chief guest said, the tourism stakeholders should explore new areas and activities for the incoming tourists so that they convey this message to others which will ultimately promote tourism in A&N Islands.
In his address on the occasion, Dr. Abdul Salam, Associate Professor, Deptt. of Tourism, JNRM appreciated the initiative of the GoI for the launch of the second phase skill up-gradation programme. He said students of the BBA (Tourism & Travel Management) are being provided required information on the scope in tourism sector and awareness programme of such magnitude will further upgrade their knowledge.
Speaking on the occasion, Smt. Rabia Bibi, Manager (Operations), IP&T informed that MoT has selected A&N Islands again among the 50 destination in India for the Second Phase training programme. This time, it is expected that the training will cover areas such as Heritage Walk, Home Stay Experience, Food Courts, Handicrafts/Craftsmen, she said.
The trainees’ viz. K. Selvam, Raj and Kamala who attended the training programme in first phase said that they have found the training programme very impactful, which they have brought into practice in their daily routine while providing services to tourists.
Earlier, in his welcome address, Co-ordinator, Paryatan Mitra, Member Secretary, A&N Tourist Vehicle Owners Association, Shri Ankit kumar Tripathi informed that the Ministry of Tourism, to create tourism awareness among the younger generation to make available skilled manpower in the future, conducted training for 95 service providers like cab drivers, food vendors, Self Help Groups and around 365 students from JNRM under first phase.
The launch programme concluded with the vote of thanks proposed by Shri S. Ramakrishna, Assistant Director, India Tourism, Ministry of Tourism.
Draft ICRZ Reports and Maps for Katchal, Interview & Teressa Islands Open for Public Review and Feedback
Sri Vijaya Puram, Nov 04: The Andaman & Nicobar Administration has assigned the task of preparing the Island Coastal Regulation Zone Reports(ICRZ) & Maps for Katchal, Interview & Teressa Island to the National Centre for Sustainable Coastal Management (NCSCM), Chennai, in accordance with the Island Coastal Regulation Zone (ICRZ) Notification, 2019.
NCSCM has submitted the draft ICRZ Reports and ICRZ Maps and Coastal Land Use Maps for Katchal, Interview & Teressa Island for further process as per the provisions of ICRZ Notification, 2019.
These maps are now available on the websites of the A&N Administration (https://andaman.gov.in/) and the Department of Environment & Forest, A&N Administration (http://forest.and.nic.in/).
Soft copies of draft ICRZP reports and maps have been made available in various offices, including the Chairman’s Office, ANCZMA (Chief Secretary, A&N Administration), Member Secretary’s Office, ANCZMA [PCCF (CRZ&FC)], Van Sadan, Haddo, Deputy Commissioner (North & Middle Andaman), Deputy Commissioner (Nicobar), Assistant Commissioner (Mayabunder), Assistant Commissioner (Nancowry) Divisional Forest Officer (Mayabunder), Divisional Forest Officer (WL-MB), Divisional Forest Officer (Nicobar Division), Member Secretary (Pollution Control Committee), Director (Tribal Welfare), Director (Tourism), Tribal Council (Katchal, Teressa) for public review and submission of claims, objections, and suggestions.
