Sri Vijaya Puram, Sept 29: The Directorate of Rural Development (RD), PRIs and Urban Local Bodies (ULBs) of Andaman & Nicobar Administration, is making sincere efforts for making Swachhata Hi Seva Campaign 2024 as a step towards Clean and Green UT. In a remarkable display of community spirit, creativity and commitment to cleanliness, various activities were successfully conducting across various Gram Panchayats of Andaman and Nicobar Islands. This event witnessed enthusiastic participation from local residents, NGOs, CSOs, Line Department, students, and community leaders. Under the guidance of Shri Uma Sankar Sarkar, Pradhan a dingy was arranged and a beach clean-up activity at Paschimsagar Beach along with ZPM, PRIs, Sanitation Staff, DRM, VLW, GRS and local youth.
Further, a Random Inspection –cum- Awareness Drive on Single Use Plastic was successfully conducted in the market places and commercial establishments of Chunna Bhatta area of Gram Panchayat Hope Town under Ferrargunj Block.
A cycle rally was also organized by Gram Panchayat, Neil Kendra were 30 enthusiastic students participated from Govt. Sr. Sec. School. The aim of the rally to promote ‘Swachhata’ as a way of life.
The Directorate of Rural Development (RD), PRIs and Urban Local Bodies (ULBs) expressed heartfelt gratitude for incredible participation in the campaign for a greener environment. The enthusiasm and commitment have made a profound impact, not just on initiative, but to protect our mother earth from Climate Change is our fundamental duty.

World Rabies Day Observed in A&N Islands with Awareness Campaigns
Sri Vijaya Puram, Sept 29: World Rabies Day 2024 was observed on September 28 along with rest of the world in Andaman and Nicobar Islands too. As part of the observance, the Department of Animal Husbandry and Veterinary Services orgainsed awareness campaigns throughout the territory through all the Veterinary institutions. A&N Islands is free from Rabies which is a boon as the disease is fatal. Rabies is a viral disease and transmissible by bite of rabies infected dog.
Rabies can be prevented by vaccination and every pet owner should ensure that their pet is vaccinated. The main function was organised at Veterinary Hospital Junglighat. The Director, AH&VS, Dr. K. A. Naveen and SVO, VH, Junglighat, Dr. K. Mohammed attended the programme. Awareness programme was also conducted and pets were vaccinated against Rabies.
Vacant Seats Available in Select PG Courses: Applications Open Until 3rd October
Sri Vijaya Puram, Sept 29: Some seats are lying vacant in few courses of PG, in which, the list of candidates applied have exhausted. Hence, candidates interested to take admission to these courses may contact the HODs of Inter-disciplinary Department and submit their application by 3rd October, 2024. Respective HODs shall process these applications and call for admission counselling strictly on merit as per their convenience latest by 5th October, 2024.
Port Blair Renaming Controversy: Advocate Prohit Lal Withdraws PIL, Vows to Challenge Executive Decision Again

Sri Vijaya Puram, Sept 27: Port Blair, the capital of Andaman and Nicobar Islands, holds a special emotional and historical significance for its residents. The recent renaming of the town to Sri Vijaya Puram has sparked a wave of dissent across the islands. Advocate Prohit Mohan Lal, a well-known legal personality and a proud islander, has taken a firm stand against the decision by filing a Public Interest Litigation (PIL) challenging the name change in the Calcutta High Court’s Circuit Bench at Port Blair. The PIL has garnered widespread support from the islanders, many of whom feel strongly connected to the original name of the city.
Talking to Andaman Sheekha about today’s court proceedings Advocate Prohit Lal informed that the matter was scheduled for a final order today, where the court referred to a 2024 Supreme Court judgment related to the renaming of a place in Maharashtra. According to this ruling, the power to rename cities lies solely within the executive branch, and the court cannot interfere in such matters. The presiding judge emphasized that the executive authority has the absolute right to make decisions on renaming places and that the judiciary must respect this prerogative.
Advocate Prohit Lal acknowledged the importance of the Supreme Court’s judgment but argued that it does not directly apply to the case of Port Blair. He pointed out that the situation in Maharashtra involved a legislative assembly’s decision, with the necessary cabinet approval and statutory scrutiny. In contrast, the renaming of Port Blair was carried out without following these processes.
Despite the Supreme Court’s ruling, Advocate Lal and his legal team made a compelling argument that the renaming process in the Andaman and Nicobar Islands lacked transparency and failed to follow due procedure. The court, in response, advised the petitioners to gather more information about the 2018 committee that proposed the name change and its statutory setup.
Advocate Prohit Lal has decided to temporarily withdraw the PIL to collect additional documents and information as per the court’s suggestion. He explained that they would use the Right to Information (RTI) Act to obtain details about the committee’s proceedings, its statutory powers, and whether it adhered to prescribed rules. Once they have gathered this information, they plan to present it before the court once again.
The lawyer assured that the fight is far from over and that he and his team will continue to challenge the renaming on the grounds of procedural lapses. “We are committed to bringing justice to the people of Andaman and Nicobar Islands,” Lal stated. “The 2018 committee’s proceedings, its statutory setup, and the rules it followed will be thoroughly examined. This issue is not just about a name, but about ensuring that due process is followed in decisions that affect the identity and emotions of the people.”
Advocate Lal also highlighted the broader issue of the limited powers granted to Union Territories (UTs) like Andaman and Nicobar Islands under the Indian Constitution. Unlike other Union Territories that have legislative assemblies, Andaman and Nicobar Islands do not have this privilege, and as a result, their representation and say in decision-making processes are severely limited.
“Union Territories like ours have very limited powers. Even those UTs with legislative assemblies have some say, but we are left with almost none,” he said. “This structural flaw needs to be addressed to ensure that the voice of the people is heard, especially in matters that directly affect their identity and heritage.”
Ferry Service Disruption in Kamorta and Surrounding Islands Sparks Concern Among Residents

Kamorta ,Sept. 27: Vehicle ferry service in Kamorta, Champin, Hitui and Munak Islands was severely disrupted owing to malfunctioning of two vehicle ferry boats ferrying in the island.
According to information, the situation is extremely grim in Kamorta, Champin, Hitui and Munak as the motor vessel the is the sole commuting means in these islands and the service provided by it was disrupted owing to malfunctioning of vehicle ferry boats MV Galathia as well as MV Barren.
According to sources, the residents of these islands demanded that these ferry boats should be decommissioned as they have reached decrepit condition while the MV Galathia developed holes beneath, they claimed. And the administration stopped the service of MV Galathia and placed only MV Barren in service. And now since the Barren has also developed a major snag, the residents especially school going children of the islands such as Champin, Hitui and Munak are suffering a lot, they rued.
The situation is unspeakable as the exams in schools are going on while the students couldn’t reportedly attend schools and write the exams yesterday, they further alleged. Though the ferry boat MV Barren was repaired and placed in service, the residents of these islands reportedly can’t rely on the boat and its service as it may breakdown at any moment, they said. In absence of the boat service, residents of these islands reportedly used small dinghies, however, it was highly risky and perilous in the inclement weather and/or rough sea conditions to sail in the tiny dinghies, they said.
They reportedly transmitted a message/signal to the Chief Secretary, Director of Shipping Services and the Member of Parliament as well and apprised them of all the grievous situation they were confronting. However, the higher authorities assured that they would take up the matter on priority. The residents of Kamorta and other islands were reportedly waiting for the redressal; and they said that new boat should have been placed in service but the defunct MV Barren hasn’t been replaced by a new one yet, they lamented.
And the residents now don’t know the reason why the matter is not taken seriously while it is much concerning, the decried. It is a serious issue and the administration should immediately resolve it as ferry boat service is life-line in this group of islands, and without it patients and students are put in grievous situation, they rued.
The denizens of these islands further said that the DSS carried out a mending on the MV Barren but it doesn’t guarantee how many days it will sail and then they will have to face the wrath of the situation again in the event of it going kaput, they warned. They would further talk to the administration so as to resume the service with a new boat so that they face no such difficulties in future. However, if their demand isn’t met, the Tribal Council along with students and the general public would mount a peaceful agitation in front of the Office of the Assistant Commissioner, they further warned.
Member of Parliament to Form ‘Think Tank’ for Expert Input on Key Sectors in A&N Islands
Sri Vijaya Puram, Sept 27: The Member of Parliament, A & N Islands, Mr. Bishnu Pada Ray, proposes to constitute a ‘Think Tank’ involving people having expertise in various fields. The purpose of this initiative is to seek opinion, ideas or suggestions and hold regular discussions/ meetings with persons having knowledge on different sectors/ departments and subsequently taking up concrete points with concerned ministries for the benefit of the Island people. The main focus area of MP is the Education sector (particularly with Job/ Skill oriented education), Health Sector, Power Sector, Revenue Department and Shipping. However, he also wishes to engage with expertise of other sectors including Aviation, Agriculture, Veterinary, Sports, Tourism etc.

WORLD RABIES DAY 2024
World Rabies Day is celebrated every year in the Andaman and Nicobar Islands along with the rest of the world to commemorate the Death Anniversary of Louis Pasteur, a French Chemist and Microbiologist. World Rabies Day aims to raise awareness and advocate for rabies elimination globally.
It is an event designed to be inclusive, uniting people, organizations, and stakeholders across all sectors against rabies – because together we can eliminate Rabies! With this concept of, overcoming the challenges that prevent us from working together in mind, the theme for this year’s World Rabies Day is: “Breaking Rabies Boundaries”. The theme highlights the critical need to go beyond the norm and to break through the boundaries that prevent us from achieving rabies elimination. We need to move beyond the status quo so that we can achieve our collective goal of Zero by 2030.
World Rabies Day acts as a crucial platform for collective action. From large-scale vaccination campaigns to educational initiatives and, policy advocacy, every effort is vital. We encourage individuals, organizations and Administration around the Islands to engage and contribute towards rabies elimination.
In India, the Andaman and Nicobar Islands are notably free from rabies. To uphold this status, we must continue rigorous disease surveillance, ensure consistent vaccination of pets, and strengthen cooperation among all stakeholders, including pet owners, animal welfare organizations and governing institutions such as Panchayats, Municipal Council and the Animal Husbandry and Veterinary Services Department of the UT Administration.

CPI (M) Appeals to Home Minister for Reversal of Port Blair Name Change
Sri Vijaya Puram, Sept 27: The Andaman and Nicobar State Committee of the Communist Party of India (Marxist) has formally requested Union Home Minister Amit Shah to reconsider the recent decision to rename Port Blair as Sri Vijaya Puram. In a letter addressed to the Home Minister, CPI (M) State Secretary D. Ayyappan expressed concerns over the widespread protests and dissatisfaction among the islanders regarding the name change.
The letter points out that the decision was taken unilaterally by the Central Government, without any demand from the local populace. The proposal was reportedly approved by a committee whose members, including public representatives, are now under scrutiny. The letter further mentions that the Member of Parliament for the islands, despite being from the ruling party, was not consulted on the matter.
Ayyappan highlighted the potential adverse impact of the name change on tourism, a major source of income for the island’s unemployed youth. He warned that replacing the internationally recognized name “Port Blair” with an unfamiliar name could confuse tourists and harm the local economy.
Port Blair, the letter emphasizes, holds deep historical significance as a prominent site of India’s freedom struggle, particularly due to the infamous Cellular Jail and the role the islands played during the British colonial period and World War II. Ayyappan contended that the name Sri Vijaya Puram does not reflect the history, culture, or geography of the islands.
CPI (M) has urged the government to reconsider its decision and initiate a public consultation process, keeping the name change on hold until the islanders’ opinions are heard.
Rescue and Rehabilitation Drive for Children from Child Labour in North & Middle Andaman
Sri Vijaya Puram, Sept 27: The District Child Protection Unit in collaboration with the Special Juvenile Police Unit (SJPU), North and Middle Andaman conducted a significant rescue and rehabilitation drive targeting child labour in commercial premises across the region under the ableguidanceofShri Dilkhush Meena, IAS, District Magistrate, N&M Andaman.
A dedicated team led by Shri Ashish Joon, DANICS Assistant Commissioner (HQ) from the District Commissioner’s Office visited all commercial establishments within Mayabunder tehsil. The operation saw active participation from Special Juvenile Police Officers (SJPOs) from the respective police stations in N&M Andaman district, ensuring comprehensive coverage and support.
The drive successfully inspected a total of 132 commercial premises. Fortunately, no instances of child labour were identified during this thorough investigation. However, the team prioritized raising awareness about the provisions of the Child and Adolescent Labour (Prohibition and Regulation) Act among business owners and employees, emphasizing the importance of safeguarding children’s rights and welfare.
This drive is part of a larger initiative aimed at ensuring that all children have the opportunity to thrive in a nurturing and supportive environment.
