Port Blair, Apr 28: Mr. Angshuman Roy State General Secretary of Hindu Rashtra Shakti A & N Islands has suggested some additional measures to control the spread of the COVID-19 virus infection in these Islands.
In his letter to CS, Mr. Angshuman Roy lauded the efforts of A & N Administration, taken to prevent spread of COVID-19 virus but he pointed out that in spite of all these efforts, there is still an increase in the number of Covid-19 cases in these Islands which, according Mr. Roy suggests that more stringent measures should be taken to bring the numbers under control.
“I am sure that the administration is in a better place to see things and take conscious decision with all the figures and facts available but as a concerned citizen, I believe that it’s my responsibility to take part in the noble works being done by the administration and I put forth some valid points to mention, which a large number of islanders realize are the reasons paving way for the gradual increase in number of cases in the Islands,” he said.
He suggested strict entry control measures for inbound passengers, pointing out that everyday large numbers of passengers are tested positive at Port Blair airport. Although such patients are taken to quarantine centers, some infected persons though initially test negative in Rapid Antigen Test, they are tend to become positive at a later period based upon their body’s response to the virus infection. “Even though all incoming passengers are advised to be under home quarantine, it is a sorry plight that the protocol is not followed strictly by the passengers as there is no solid identification of these persons. Hence hereafter the inbound passengers should be mandatory quarantined for 10 days at their final destination. The residence of the persons should be marked as quarantined for identification so that the violating persons may easily be identified and fines hefty. The levying of the hefty fines is only to make the persons realize about the gravity of the situation and how they are taking it for granted putting other’s lives at risk. This measure may surely bring in a change among the masses and the airlines may not be forced to withdraw their services to Port Blair which is again to mention that the air transport is the lifeline for the islanders,” the State General Secretary of HRS added.
He pointed out that many Corona patients are being discharged from hospital even before they are tested negative. Many patients are discharged and issued discharge certificates with “Positive” result and are advised to remain in home isolation for reasons unknown.
“Again home isolation is not the solution as the people are not really serious about the virus infection and once at home, they start mingling with family members who are negative but are forced to do household chores, jobs by going out. It’s somehow paves way for mass infection which may prove to be disaster. It is very painful to see that the public fail to realize the dangerous gravity of the situation,” he mentioned.
Mr. Angshuman Roy also demanded that no home isolation for covid positive patients should be allowed. “It has also been observed that Home isolation is still encouraged in these Islands. Home isolation is followed mainly where there is shortage of beds and other amenities whereas our islands are well equipped with all the amenities and sufficient beds in the hospitals as well as the covid care centers set up by the Administration. In the present scenario, the virus is mutant and spreads very fast as compared to the first wave hence the family members are vulnerable to the virus which in turn may spread to everyone surrounding the residence. Hence it is requested to discourage the method of isolating the infected at home. This is a silent chain of infection which must be checked immediately,” Mr. Roy mentioned.
He added to his letter that very detailed contact tracing needed. “It is reported that this time contact tracing is not being done in a detailed manner, as it was done during the first wave. Many first contact persons are being asked to remain indoors and they are not even tested. These first contacts, many are positive, are going out and spreading the virus unknowingly. I understand we have a limited number of RT-PCR tests available in Andaman but at least all first contacts must undergo RAT, and if found positive must be isolated immediately,” he said.
It is pertinent to mention here the words of the Prime Minister of India that the nation has to track, test and treat. But in these islands the first contacts are not taken serious and little we know that they are the carriers of the infection.
COVID vaccination drive in A&N Islands: 1,04,198 doses of vaccine administered so far
Port Blair, April 27: The health teams designated in various vaccination centres spread across the Islands are vaccinating all the beneficiaries above 45+ of age who visit the centres spread over the A&N Islands on a daily basis. The vaccination sessions are continuing in more than 88 designated vaccination centres set up in different parts of the Islands towards the fight against Corona virus in A& Islands. 1433 doses of vaccines were administered to the eligible beneficiaries by the health teams today (April, 26), taking the total number of doses of vaccines administered so far to 1,04,198.
The district wise figure administering of COVISHIELD doses to the eligible beneficiaries on April 26 by the Health Department states that in South Andaman 1225 persons above 45+ were administered the vaccine, in North & Middle Andaman District 137 persons and in Nicobar District 71 were vaccinated, a press release from DHS said.
Use of fingerprint bases biometric transactions for PDS items in shops continue to scare public and shopkeepers

Port Blair, Apr 26: Considering the recent surge in COVID-19 cases in Andaman Nicobar Islands, all government employees of Andaman and Nicobar Administration have been exempted from using Biometric attendance. The idea behind this move is to stop spread of Corona Virus from Biometric attendance devices.
But surprisingly the fingerprint biometric transactions of PDS materials are continuing in many areas of Andaman and Nicobar Islands even today.
Considering the threat of COVID-19 virus spread, this is surprising to see that all customers of PDS shops are being urged to use the same PDS finger print machine , which is not only dangerous for public but also for the PDS shop owner.
Prominent citizens of Port Blair city are now demanding to stop the fingerprint biometric transaction of PDS materials and allow some alternative means so that the spread of virus could be minimized, through the PDS stores.
When pointed out by Andaman Sheekha English Daily, a senior officer of Civil Supplies and Consumer Affairs assured to review the issue and look into the matter tomorrow on priority.
Include Head of Office/Head of Institution as competent authority for grant of leave including CL and station leaving permission to Group B (Non Gazetted) officers: MP Demands
Port Blair, Apr 25: Mr. Kuldeep Rai Sharma, Member of Parliament, A&N Islands has requested the Chief Secretary, A&N Administration to consider for review and modify the Administration order No.731 dated 17.03.2021 so far concerned to leave sanctioning authority by including that the Head of Office/Head of Institution are also the competent authority for grant of leave including Casual Leave and station leaving permission to Group B (Non Gazetted) officers as the said revised order it would be very difficult and most impractical for them to avail leave such kind of leave from the concerned Head of the Department stationed at Port Blair, especially in case of any exigency.
He informed that a majority of employees i.e. 30-35 % of total employees in different departments under the A&N Administration such Primary School Teachers, Graduate Trained Teachers, Post Graduate
teachers, Librarians, Physical Education Teachers, Craft Instructors, Head Clerks, Office Superintendents, Staff Nurses, Nursing Officers, Senior investigators, Para Medical staff, Sub Inspectors, Junior Engineers and other technical staff of almost all Departments drawing the Grade Pay of Rs 4200/- to 5400/ in the Pre-revised pay structure (Presently Pay Level 6 to 10) are Group B (Non-Gazetted). In some Departments like Education the majority of employees belong to ‘Group B Non-Gazetted’ (4500 out of 5500). So sanctioning of leave including Casual leave and station leaving permission, in a time bound manner/emergency, to such a large number of employees by the HoD is a herculean task and may affect the other normal activities.
He further said that these Group B (Non Gazetted) employees are posted in every nook and corner of the Islands including remotest islands/places including Chipoh, Ganesh Nagar, Budhanallah, Macarthy Valley, Afra Bay, Dering, Gopal Nagar, Garjantikri, Pulopanja, Kuitasuk, Cutbert Bay, Borang, Hanspuri, East Bay Katchal, Sagar Dweep etc. and even simple mobile communication facility and other digital services such as WhatsApp, e-mail, etc for communication in case of an emergency for leave are not available in all these remote Islands. The difficulty in getting leave and station leaving permission from the Head of the Department is that their Heads of Departments are either Director or the Secretary or even Chief Engineer concerned who are stationed at Port Blair. In cases where an employee posted at outstation i.e.
North & Middle Andaman or Nicobar Group of Islands, it would be most impractical for them to avail leave and station leaving permission from the concerned Head of the Department stationed at Port Blair, especially in case of any exigency. He also emphasizes that treating Casual leave along with other kinds of leave is improper as normally employees are availing it in some exigencies like sudden health problems of self/family members or to attend some urgent personnel issues. As per the instant order all Group B (Non Gazetted) employees posted in the length and breadth of the islands from Campbell Bay to Diglipur are supposed to approach their Heads of Department at Port Blair even for a ½ day CL in an exigency.
Therefore, keeping in view of the afore said problems facing by the Non-Gazetted employees of A&N Administration, Mr. Sharma, MP requested the Chief Secretary, A&N Admn to modify the above said order accordingly by including Head of Office/Head of Institution as competent authority for grant of leave including CL and station leaving permission to Group B (Non Gazetted) officers.
Life Imprisonment for Committing Rape on Minor Girl
Mayabunder, 23 April: Mr. Jimut Bahan Biswas, Hon’ble Additional Sessions Judge -cumSpecial Judge under POCSO Act, North & Middle Andaman, Mayabunder has found guilty the accused namely Subham Mazumder Slo Mr. Subhash Chandra Mazumder (24 years) R/o Subhash Gram, Ward No.1, Diglipur and sentenced him to undergo imprisonment for life for the offence under section 6 of POCSO Act, 2012 under the provision of 235 (2) of Cr.P.C and also to pay fine of Rs.2,00,000/- (rupees two lakhs only), out of which 90 percent amount is to be paid to the victim as compensation under section 357 Cr.P.C, in default of payment which he will have to undergo rigorous imprisonment for one year more. This is the story of minor girl of seventeen years at the time of incident and who has been raped, ravished and sexually exploited by wrongdoer. Consequence of such incident, the victim became pregnant. The factual matrix as reflected in a nut-shell is that the victim and accused both have consented physical relationship and on medical check-up it was detected and confirmed that minor girl was pregnant. For that reason, FIR No.32 of 2020, dated 12/03/2020 under section 5/6 of POCSO Act, 2012 read with section 376 of IPC has been lodged at Police Station Diglipur.
It was learnt that accused tried to flee away from this islands to mainland before pronouncement of judgment but the quick alertness of Investigating Officer and Inspector N. Stalin, SHO, PS Diglipur under the close supervision of Superintendent of Police, Mayabunder, the effort of accused has gone in vain.
For the rehabilitation of victim girl, an amount of Rs.5,00,000/- (rupees five lakhs only) has been awarded as compensation as per provision u/sec. 357A Cr.P.C read with section 33 (8) of POCSO Act and rule 7 of POCSO rule, which will be paid by the Government from Government Fund through NEFT. The entire case was investigated by SI Shiju Kumar which was appreciated for good performance and the Charge-sheeting Officer was Inspector Pritam Behari, former SHO, Police Station Diglipur. The prosecution case was jointly conducted by Mr. Keshab Chandra Mondal and Mr. Uttam Kirtania, Learned Special Public Prosecutors under POCSO Act, Mayabunder.
People visiting N & M Andaman and Local residents urged to follow COVID-19 protocols

Port Blair, Apr 22: The N & N Andaman District has issued an SOP in which the public who are visiting N& M Andaman will be quarantined for 7 days and the drivers ,who are bringing essential commodities, bus drivers and conductors will be kept in designated places so that they remain isolated. “Theses all preventative measures have been taken so that we can stop the spread of COVID-19 infection in N & M Andaman District,” said Dr. Angel Bhati Chauhan, The Deputy Commissioner of N & M Andaman.
She added that in this drive the general public has showed their full support and the DA is able to track maximum people and quarantine them. “We have made some surveillance team who going home to home and making people aware and monitoring them on daily basis. Through media I would request all the people travelling to N& M Andaman should follow all the guidelines issued by Administration and if suffering from any medical issues please inform to our Control Room, the number of Control Room will be published in social media soon. If people near your home are been quarantined and not following the guidelines/rule please inform administration, strict action would be taken against them. We will also ensure that there won’t be any shortage of beds and medical supplies,” the DC said.
Andaman suspends major Tourism Activities in wake of recent surge in COVID-19 cases
Port Blair, Apr 21: In the wake of the recent surge of COVID-19 cases in the A & N Islands, and, to manage the risk of spread of COVID-19 virus due to the crowding of tourist places, and in the interest, benefit and safety of the people in these islands, it has been decided by the Tourism Department to suspend all tourism activities in the National Memorial Cellular Jail, Netaji Subhash Chandra Bose Island, also including the Light Sound Show at both these places, all museums, all beaches, Baratang Caves, all Water Sports activities, and any other such tourism activities in all the three Districts, for 04 weeks starting from 22/04/2021, an order issued by Director of IP&T, Mr. Alok Kumar said here today.
Vishal Jolly requests CS to delegate Casual Leave sanctioning power for Group B employees to Head of Office

Port Blair, Apr 19: Mr. Vishal Jolly, Core‐Committee Member & Former State President, BJP‐A & N Islands and Member, Home Ministry Advisory Committee written a letter to the Chief Secretary, A&N Islands, regarding delegation of power to Head of office/ Officer-in-charge/Controlling/Reporting officer to sanction Casual Leave.
In a his letter, he pointed out that the A&N Administration issued an order number 731 dated 17 March 2021 wherein the power to sanction leave for all class of employee has been delegated to the Head of Department causing hardships for the employees posted in far flung islands.
He mentioned that Casual Leave (CL) any government servant use in emergency circumstances which may arise at any moment without fore warning. With the power to sanction even CL taken away from Head of office/ Officer-in-charge/Controlling officer, employees such as teachers under Directorate of education, Medical/ Para medical staff under Directorate of Health Services, Polices personnel, APWD, State Transport Service, AC/IT/Statistical Cadre and other government officials across the length and breadth of far flung remote islands are in state of fix.
“You might be aware; officials posted at remote islands specifically in N&M Andaman and Nicobar group facing enormous difficulty due to inadequate and improper means of communication, telephone/internet connectivity, the current order delegating power to sanction leave to Head of Department had made the situation further worse,” Mr. Jolly added.
People urged to strictly adhere to COVID appropriate behavior
Port Blair, April 19: The Director, IP&T, Shri Alok Kumar underlined the need for strictly adhering to COVID-19 protocol & COVID appropriate behavior by every citizen to contain the spread of corona virus in Isles. Addressing a COVID-19 media briefing in the conference hall of IP&T, the Director said the number of positive cases detected today during RAT conducted at Port Blair till 2 pm stood at 21. Out of this, 19 were flight passengers and 2 from Ferrargunj.
Informing about the vaccination drive being carried out in different parts of the Islands, the Director said it is going on smoothly and today till 2 pm about 2381 people have been vaccinated. A total of 83,043 eligible people above 45+ have been vaccinated till April 18, 2021 in A&N Islands, he informed.
The Deputy Director (Malaria), GB Pant Hospital, Shri Amitabha De informed that medicines to treat positive patients are available in sufficient quantity and oxygen is available in surplus to meet the requirements. The queries raised by the media persons were also addressed. The Deputy Director, IP, Shri RS Meena also attended the press conference.
Fire Guts Massage Center of Swaraj Dweep; No Causality
Port Blair, Apr 18: A fire was reported from Kerala Ayurvedic Massage center Vijay Nagar, Swaraj Dweep early this morning. It is learnt, Fire gutted the Massage Center completely and caused partial damages to two other resorts on the both sides.
According to reports, three ladies were present inside the Massage Center, who were sleeping after work. While sleeping they experience breathing problem due to thick smoke, following which they anyhow escaped from the Massage Center and reported this matter to the owner of the Massage Center, who called the Fire Brigade at around 2.50 AM.
As per sources as the Massage Center was mostly built with Plywood and Bamboo, it was destroyed by Fire. Sources said that two resorts on both side of the center also suffered minor damages but the Fire Fighter doused the fire before Fire could spread in other structures.
The eight member Fire Fighter team was headed by Inspector Jagadish Varma of Swaraj Dweep Fire Station.
