Port Blair, Mar 11: Frustration level is running high among the Auxiliary Nurse Midwifes (ANMs) working under NRHM banner at Car Nicobar Island, who are struck in the same centre for a very long time since their appointment on contract basis.
Nearly six years back ANM’s under the banner of NRHM were recruited and they were transferred to different Islands with an assurance that the Department will follow transfer policy and will regularly transfer ANM’ s to different regions in these Islands. Years have passed by but still the ANM’s are compelled to work in the same region and are not transferred.
“ANMs are Car Nicobar have two options, one is to work at Car Nicobar and second is to leave their job and come back to Port Blair. When even men find if difficult to stay at Car Nicobar on posting, then how could the Administration indirectly force ANMs, mostly single girls to stay at Car Nicobar for years and years,” said an angry mother.
The problem began when soon after their appointment the NRHM was divided into three wings, each at three districts. The Deputy Commissioner of each district was made the head of the concerned NHRM division and hence the possibility of transfer between district to district vanished.
The ANM’s who are mostly single and the ones who have their family somewhere else in these Islands face a lot of problems as they get hardly 10 days as leave in a year and it is hard to get home and return back in five to six days considering the remoteness of the Island.
Many of the ANM’s contacted different authorities for getting themselves transferred but no results came out of that and they were compelled to move from one office to another as no Authority was taking the responsibility.
Andaman Sheekha contacted Dr. S.K Paul, Director of Health Services, Andaman and Nicobar Islands for knowing the reasons for stagnation of ANM’s under NRHM at same place from years. Giving complete details, Dr. S.K Paul provided copies of some documents and also informed that the posts of all the NRHM workers are contractual and are non-transferable (from one district to another) according to the rules.
He further informed that every year in April new tenures of workers start in which they can apply for change of place. When the Director was asked for the authority responsible to transfer these ANM’s he informed that the sole authority for transfer of ANM’s under NRHM lies with the District Commissioner.
Family members of these ANMs now request the Lt. Governor to intervene into this matter and amend the rules so that ANM’s working under NRHM, are transferred to Port Blair on rotation basis.
“We request the Lt. Governor to personally look into the problems faced by ANM’s who are stagnated from a long time in Nicobar District and provide them relief by transferring them to different places to boost their morale for providing better health care services to the rural populace,” said an old father of one such ANM.
