Diglipur, Aug 27: At Shibpur Panchayat during the scrutiny of the nomination papers of Mr. Gautam Biswas, a BJP candidate for Pradhan post, other party candidates found that the authorization signature in ‘B’ Form was not there. Following this INC and CPI(M) workers submitted written objections to the Returning officer.
The BJP party workers after the objections tried to deposit a new ‘B’ form containing the signature of authorized person but others raised objection near the RO office and raised slogan against the Returning Officer.
The Election officials reached the spot and discussed the matter with the Director of Panchayat and Municipal elections at Port Blair who later allowed accepting the nomination papers.
The RO told the protesting candidates to go through Handbook at page No. 23 presumption of validity no. 6 and page No. 24 point 9.1 and 9.2 , but the INC candidates argued that the said rules speaks only about party symbol and clerical mistakes not about signature. During this the Police reached the spot and controlled the situation. The INC and CPI(M) party workers are now preparing for registering an appeal in this matter.
Split in BJP, TDP alliance after disagreement over Panchayat seats
Port Blair, Aug 25: Just weeks before 2015 Panchayat and Municipal Elections, Andaman’s major alliances between the BJP-TDP broke up over differences in seat sharing.
According to reports available here the final decision on break up in the alliance was taken last night after there was total disagreement over allocation of Panchayat Seats at Shore Point, Macca Pahad and Medical Pahad area of South Andaman.
Insiders told Andaman Sheekha that the alliance was profitable for both the sides as large number of Telugu people reside in Andamans.
The BJP had already agreed to allocate five seats out of total 24 of Port Blair Municipal Elections to TDP but disagreement over Panchayat Seats the top leaders of both the parties in Andaman decided to contest the coming elections of their own.
In last Panchayat Elections out of total 18 seats TDP had won one, their maiden, seat from Ward Number 6. “We will contest under our own party banner from all the 24 wards of PBMC and from some Panchayats,” Mr. Aziz-Ul-Rehman the lone councillor of TDS told Andaman Sheekha today
Denied tickets, angry Congress workers join TDP

Port Blair, Aug 25: Two Congress leader joined TDP in a small gathering organised at Mohanpura fish market area this evening.
These Congress leaders were sure of getting Congress ticket for this election too and were being made to wait till the last day for the ticket, only to realize that the tickets were given to someone else.
Leaders, who joined TDP today, are Mr. A Rajendra of Ward Number 12 and Mrs. Selvi of Ward Number 5.
It is said that one more Congress leader may also join TDP tomorrow, but it is not clear till now.
Meanwhile, today also tension continued in Congress Office at evening hours after declaration of two more names for Ward Number 10 and Ward Number 12.
The Congress ticket for this election from Ward Number 10 went to Mr. Moti Ram while from Ward Number 12 ticket was given to Mr. Muthuraman.
It is reported that some angry party workers pelted stone in Congress office which hit one police jawan on duty and one congress supporter.
The Congress party is yet to declare names of their candidates for the seats of Ward Number 17 and 14.

In BJP Camp also there is still confusion while names of candidates for 14 wards have been declared, the names of rest 10 candidates have not been released yet. However, it is expected that by late night today the names will be finalized and the same will be communicated to candidates.
Contractual NRHM employees upset over posting at remote stations

Port Blair, Aug 25: Owing to lack of a transfer policy, scores of contractual staff employed under the National Rural Health Mission are facing untold hardships serving remote pockets in the archipelago. Majority of the NRHM workforce particularly women posted in remote Health Centres in the Nicobar group of islands are the worst affected and a massive outcry over the state of affairs is gradually brewing, according to sources.
As per information, most of the paramedical staff viz ANMs etc appointed under NRHM have been posted in remote Health Centres like Nicobar, Teressa, Campbell Bay etc continuously for more than 10-15 years. Following the strict work schedules, huge distance of the islands from the Port Blair city and travel constraints, the NRHM employees barely get the opportunity to visit their families back at Port Blair. Female staff are the worst affected as many have suffered marital discord in the recent months. The aggrieved employees are now demanding that their counterparts serving in Port Blair and South Andaman for the last several years be transferred to remote stations for a specific duration and those serving in the Nicobar group of islands to be posted in Health Centres in Port Blair and South Andaman.
“I am posted at a remote Health Centre in the Nicobar group of islands continuously since 2008. Since my appointment, I hardly get time to visit my children and family at Port Blair, not more than twice in a year. My husband, a government employee looks after the family. Telephonic conversations have converted into verbal duels and we’re currently undergoing a strained relationship due to my job. Even a friend of mine suffered a broken relationship recently due to extended tenures in remote Health Centres. Her fiancé broke the engagement after realizing that marital bond will run into trouble due to her extended tenures in remote islands. The Health Department should sympathetically consider our cases. A policy should be formulated and all contractual employees should be posted to remote stations for a specific term on rotational basis.
Speaking to Andaman Sheekha, the Director of Health Services, Dr Shipra Paul maintained that contractual employees of NRHM are informed of their place of posting prior to issuance of appointment orders. “The contractual employees submit an undertaking to serve at a particular station during appointments,” she said.
Death of New Born Babies; NHRC seeks action report from Health Department

Port Blair, August 24: The National Human Right Commission has sought action taken report from the Directorate of Health Services in the matter of increase in number of death of new born babies at G B Pant Hospital, during the months November 2014 to April 2015.
As per information gathered through Right to Information Act by an RTI Activist, Mr Sunder Selvam, nearly 32 new born babies and 3 maternal deaths were registered during the above mentioned period, which has been taken very seriously by the NHRC following which the NHRC has sought action taken report without four weeks from the date of receipt of NHRC letter.
AATO delegation meets Tourism and Aviation Ministers
Port Blair, Aug 24: A delegation of AATO called on Dr Mahesh Sharma, the Minister of State (Independent charge) of Tourism & Culture and Minister of State of Civil Aviation on 24/8/15 at his Ministry at Transport Bhawan, New Delhi and presented him a copy of AATO souvenir along with a memorandum relating development of tourism in Andaman.
Mr. M Vinod and Mr. Vijayan General Secretary re-presented AATO. The minister reportedly assured to provide all necessary assistance for development of tourism in Andamans.
Scuffle and verbal spat mark election ticket distribution of Congress in Andaman

Port Blair, Aug 24: Scuffle and verbal spat at the Pradesh Congress Committee office of Andaman and Nicobar Islands marked ticket distribution for forthcoming Municipal elections.
According to reports available here soon after declaration of names of the candidates for nearly 20 wards of Port Blair Municipal Council (PBMC) elections yesterday, a good number of discontent congress workers started gathering at Congress Office of Port Blair to seek an explanation in this regard.
Majority of these discontent people were headed by those who could not get a ticket this time.
According to reports nearly three different groups expressed their discontent and alleged that the Party took unilateral decision against the interest of deserving party workers.
As per insider soon the matter took the shape of verbal spat and scuffle.
Considering the seriousness of the issue a team of Andaman and Nicobar police, headed by Mr. Mohd. Aslam, Dy S P South Andaman reached the spot to control the situation with Quick Response Team and armed police jawans.
“We have asked them to give a written complaint. If they lodge a complaint we will take necessary action,” a senior officer of A & N Police told Andaman Sheekha.
However, senior Congress leaders, on the condition of anonymity have defended PCC President Mr. Kuldeep Rai Sharma saying that all the candidates were selected after collective decision of all the members of Pradesh Selection Committee and “there is no dispute inside party”.
Andaman to conduct detailed survey on alcohol and drug addiction cases

Port Blair, Aug 23: The Health Department of Andaman and Nicobar Islands is all set to conduct a detailed survey regarding alcohol and drug addiction cases, which has become a major reason behind the increase in the number of suicides in these Islands.
According to details the survey will be conducted with the help of Andaman & Nicobar Islands Integrated Development Corporation (ANIIDCO) using the funds available under Corporate Social Responsibility (CSR) sector.
Talking to media at Port Blair the Deputy Director of Andaman’s Health Department Dr. Abhijit Ray today said that the survey will be conducted to understand the pattern and also to free Andaman and Nicobar Islands from the curse of alcohol and drug addiction cases.
“There are many reasons behind increase in number of cases of suicide in these Islands but alcohol and drug addiction is believed to the prime reason. The survey will begin soon,” Dr. Ray added.
According to reports the Health Department and the ANIIDCO will finally prepare a project after this survey and future action will be taken based on this project.
Recently a survey conducted in National Level showed that Andaman & Nicobar Islands stands second in the number suicide cases in India.
Spike in newborn deaths at GB Pant Hospital : 32 still births recorded in six months, insiders cite ‘coordination glitches’ as reason

Port Blair, Aug 21: The recent surge in newborn and maternal deaths has set the alarm bells ringing for the island’s lone referral hospital, GB Pant Hospital. Information culled out under the Right to Information Act reveals that the hospital registered 32 still births and 3 maternal deaths in six months (from Nov 2014 to April 2015). While there have been widespread accusations of medical negligence behind the deaths, insiders attribute to coordination glitches between the newly appointed doctors for the Medical College and paramedical staff as sole reason for the disturbing trend.
According to the RTI document, 32 newborns died during the delivery process during the period from Nov 2014 to April 2015. Three expecting mothers, Smt Aruna Bachar, Smt R Rajeshwari and Smt D Homakshi, also died during treatment for medical complications like IUFD with placenta preview with cardio-respiratory failure, Septicemia Multi-organ Dysfunction syndrome and Eclampsia with PPH with DIC.
“Negligence by doctors and paramedical staff is on a record high and islanders are gradually losing their trust in the GB Pant Hospital. Poor standard healthcare services has become the hallmark of the Labour Ward of the hospital. Much was expected of superior health services after new doctors were appointed for the Medical College in these islands. Instead, things turned worst. The RTI revelation should serve as an alarm for the Health Department. Anomalies that still exist in the GB Pant Hospital should be set right and all-out efforts should be made to ensure best healthcare services for the islanders,” said some residents of Aberdeen Bazar.
When cross checked by Andaman Sheekha team, a senior official of the GB Pant Hospital, who didn’t want his name to be quoted, admitted that lack of coordination between the newly recruited doctors and paramedical staff was the core reason for the sudden surge in newborn and maternal deaths in GB Pant Hospital. “The issue has been dealt with seriously and things have now significantly improved. Islanders can now expect better services at the premier hospital,” the official added.
Fake TA Bills Scam hits Police Department; Inquiry ordered

Port Blair, Aug 20: Police Department is responsible for maintaining law and order in society and also for checking crimes but what if Police Personnel become part of the problem?
It has been learnt that after scrutiny of claim submitted by police personnel for Transfer TA Bills, the Police Head Quarter has found that some Police Personnel have submitted fake cargo bills for transportation of their goods through clearing and forwarding agents.
When Andaman Sheekha questioned a senior officer of Andaman and Nicobar Police today he refused to comment anything on the record.
However sources have confirmed that an inquiry has already been ordered in this regard.
Meanwhile, the Department has directed all the units not to accept any bill of cargo from some clearing and forwarding agents in city till completion of the enquiry to avoid misuse of government money.
