Port Blair, May 23: Several parts of Andaman and Nicobar Islands today witnessed cyclonic weather conditions, including strong wind and heavy rain due to the depression over east-central Bay of Bengal.
Several incidents of uprooting of trees, falling trees on houses have been reported from South Andaman and Middle Andaman regions. In one incident a class XI student died when a massive tree fell on his house at Chouldari village of South Andaman due to cyclonic weather.
At Baratang a old wooden barrack, in Bijan Basti, collapsed due to cyclonic weather condition and damaged two other houses which were situated very close to the barrack. No one was injured in this accident.
In North and Middle Andaman many areas witnessed several hour long power cuts due to snapping of power lines.
In Port Blair many places witnessed high wind and heavy rain enough to disrupt traffic. At Aberdeen Water Sports Complex, the many makeshift ticketing counters were toppled by the strong wind.
According to Andaman’s State Control Room, latest satellite imageries and Ocean Buoy observations indicate that yesterday’s low-pressure area which became well marked over east-central Bay of Bengal in the same evening has concentrated into a depression over east-central Bay of Bengal and lay centred at 1130 hrs IST of today, the 23rd May, 2021 near latitude 16.1°N and longitude 90.2°E, about 560 KM north north-west of Port Blair (A & N Islands)
“It is very likely to move north-north-westwards and intensity into a Cyclonic Storm by 24th May morning and further into a very Severe Cyclonic Storm during the subsequent 24 hours. It would continue to move north-northwestwards, intensity further and reach Northwest Bay of Bengal near West Bengal and north Odisha coasts by 26th May morning. It is very likely to cross north Odisha – West Bengal between Paradip and Sagar islands by the evening of 26th May as a Very Severe Cyclonic Storm,” a release issued by Andaman’s Disaster Manager Department said here today.
Meanwhile, the North and Middle Andaman District is on alert following threats from Cyclone weather and several teams have been formed to face the situation.
It is learnt that with the help of the Coast Guard almost all fishermen have been brought back to shore and they have been advised not to venture into the sea for the next few days.
Administration urges public to follow CAB during complete lockdown in SA

Port Blair, May 23: The Secretary IP&T, Mr. Sunil Kumar Singh today said that from tomorrow complete lockdown will be there in South Andaman District and urged public to follow Covid Appropriate Behaviour even during lockdown days.
While addressing a COVID-19 Media briefing in the conference hall of IP&T, the Secretary of IP&T said that from tomorrow as per modalities and protocols, shops will remain open from 6:00 AM to 8:00 AM in the morning, some officers are also appointed for keeping an eye in their concerned area so that Covid Appropriate Behavior is followed by shopkeepers and public strictly. He appealed to the public and shopkeepers to follow the CAB, by properly wearing mask and following social distancing. He further pointed out that petrol pump will remain open till 1 PM in afternoon.
Talking about the COVID situation in the isles, the Secretary informed that 03 flights with 209 passengers arrived today at Port Blair Airport and during the Rapid Antigen Test (RAT) conducted on these passengers, none of them were found COVID-19 positive. He further said 113 persons (travelers) bound for N&M Andaman were tested at Ferrargunj out of which 04 were found COVID-19 positive.
The Director, ANIIMS, Dr. AK Mandal, informed that 03 new COVID patients were admitted today in G.B. Pant Hospital and 03 patients were discharged. With this, the number of corona positive patients in Hospital is 97. Out of the 97 patients, 73 are on Oxygen support and 05 are on ventilator.
The Director, ANIIMS further said that today altogether 07 patients were admitted at COVID Care Centers and 16 patients got discharged and the number of patients in the COVID Care Centers is 53.
Vaccination drive for children and staff above the age of 18+
Port Blair, May 23: The District Administration in its continuous efforts to contain the spread of the pandemic has been actively promoting vaccination. In order to protect the children of the Child Care Institutions, the Administration has conducted vaccination drive for children and staff above the age of 18 in these Institutions.
The mobile vaccination team carried out vaccination of children above 18 years in the following Child Care Institutes i.e., Abhyudaya Children Home, Divyang Children Home, Calvary Children Home, Love Children Home, Bethany Children Home, Balika Niketan, Capstone Children Home, Seva Niketan, Darussalam Yateem Khana, Pranab Kanya Sangha and also for 45 age group of old age home Abhyudaya, Ferarrgunj.
The SDM(SA) & AC((U/T) visited the vaccination drive conducted at the Seva Niketan, CCI and ensured vaccination is conducted as per guidelines and also interacted with the vaccinated children and staff.
The staff of District Child Protection Unit accompanied the vaccination team and ensured that children did not face any difficulties during and after vaccination. The In-charge and staff of all CCIs were vaccinated in order to prevent spread of the virus to children from staff. A total of 101 children and staff were vaccinated.
The District Administration is thriving for the betterment of children and ensure that the children living in the Child Care Institutes are protected in every aspect during the pandemic.
Mobile RAT testing by South Andaman District Administration
Port Blair, May 23: In its continuous endeavour to monitor and prevent the spread of pandemic the District Administration has initiated a mobile RAT testing.
The mobile team is on the move conducting RAT test of symptomatic and ILI/ SARI/suspect cases in the South Andaman District and trying to cover all the areas within Port Blair and surrounding rural areas. The mobile team today conducted tests at Ograbraj, Mithakhari and other areas under PHC, Tushnabad.
The Doctors in the District Control Room are monitoring the SpO2 & other parameters for the ILI/SARI and Home Quarantine patients twice a day. Administration requests public to give correct information to the doctors so that Monitoring and Treatment are effective.
The District Administration is committed in doing its best to manage the covid situation and cooperation of public is solicited in carrying it out effectively. The five-fold strategy of Testing, Tracing, Treatment, COVID appropriate behaviour and vaccination is needed for tackling the crisis situation effectively.
Self Employment Opportunity through PMEGP
Port Blair, May 23: The Government of India has been implementing Prime Minister Employment Generation Programme (PMEGP) with the objectives to generate employment opportunities in rural as well as urban areas through setting up of new self-employment ventures, projects and micro enterprises. The purpose of the Scheme is for setting up of eligible viable activities under scheme. The Nature of credit facility is Term Loan & Cash Credit facility only for new projects sanctioned specifically under the scheme.
Any individual, above 18 years of age are eligible under the scheme, there will be no income ceiling for assistance for setting up projects under PMEGP. The beneficiaries should be at least VIII pass for setting up of project costing above Rs.10 lakh in the manufacturing sector and above Rs.5 lakh in the business and service sector under the scheme. The rates of subsidy are 15% for the general category and 25% for the special category in urban area. Whereas 25% for the general category and 35% for the special category in rural area.
The contribution of the beneficiaries is 10% for the General category and 5% for the special category. The maximum amount admissible under manufacturing sectors is Rs. 25 lakh and under business and service sector is Rs.10 lakh.
District Industries Centre, Middle Point, Port Blair is one of the nodal implementing agency for PMEGP scheme in urban area of entire PBMC and in rural Swaraj-Shaheed Dweep and Nancowry Group of Islands. Interested applicants of the area may submit applications to the implementing agencies under the scheme at www.kviconline.gov.in. However, the applicant from remote areas and Islands can submit hard copies of the documents to the agencies for upload the same in website.

Cyclone Yaas: All units of Coast Guard are placed on high alert in Andaman
Port Blair, May 22 : As per IMD forecast, a Low-pressure area is very likely to form over north Andaman Sea and adjoining east-central Bay of Bengal around 23rd May.
It is very likely to intensify into a Cyclonic Storm by 24th May and will be named as ‘YAAS’, once it is fully formed. It is likely to move north westwards and reach near Odisha- West Bengal coasts around 26th May.
Considering the threat from Cyclone Yaas all units of Indian Coast Guard in Andaman have been placed in high alert.
As per reports, under its influence, squally winds with speeds up to 65 to 75 Kmph gusting to 85 kmph from 24th May onwards are expected over major parts of Andaman Sea and central Bay of Bengal.
Considering the threat to the fishermen community of Andaman and Nicobar Islands from the Cyclone, the Indian Coast Guard (ICG) in coordination with Fisheries authorities and local Police have initiated extensive pre-emptive and preventive measures in A& N to minimise the loss of life and property at sea.
“All ICG afloat, ashore and aviation units are placed on high alert and directed to maintain the highest state of preparedness to meet any contingency,” a press release issued by Indian Coast Guard said here today.
The development of weather in Andaman Sea and Bay of Bengal is being closely monitored and ICG Radar Operating Centre at Port Blair is incessantly relaying weather alert messages on MMB radio at regular intervals to alert both fishing and merchant fleet.
Weather warnings through Navtex transmitting stations are being issued regularly to alert the vessels in/ transiting through area.
“Ships at anchorage have also been advised to take shelter and necessary safety measures by Port authorities. Weather advisories/ warnings are being issued through local print media and regular radio broadcasts through ‘ALL India Radio’ for safety of fishermen. Indian Coast Guard Ships and aircraft at sea are also broadcasting weather warning to fishermen operating at sea about likely formation of cyclone and directing them to return to nearest harbour for safety,” the release informed.
The Coast Guard Stations at various remote locations in A & N Region, in coordination with local fisheries authorities and village Pradhans are sensitizing the fishing community on persisting rough seas/inclement weather at sea and urging the fishermen to refrain from moving out to sea till improvement of weather.
ICG response teams in close liaison with respective local fisheries representative and village heads are accounting for details of fishing boats in harbour.
In addition, Coast Guard Disaster Relief Teams (DRTs) with inflatable boats, Lifebuoys and lifejackets are on standby for undertaking Disaster response operations. All actions and response measures are being undertaken maintaining COVID-19 protocol.
South Andaman issues Guidelines for Lockdown; essential shops to open for only 2 hours
Port Blair, May 22 : Considering the surge in COVID-19 cases in Andaman and Nicobar Islands the District Magistrate of South Andaman District has ordered lockdown in the entire district of South Andaman region.
Accordingly, lockdown will be imposed in the entire District of South Andaman with effect from 24.05.2021, Monday. However, it has not been mentioned in the Lockdown order how long this lockdown will be ordered.
Earlier on May 02, 2019 a less restrictive restriction order was issued but as the number of COVID-19 cases are not coming down in South Andaman region this lockdown has been ordered by District Magistrate today.
Meanwhile, on release of lockdown guidelines panic buying could be seen in many stores of Port Blair city, despite of the fact that the Secretary of Andaman’s Information Publicity and Tourism (IP&T) Department had urged public yesterday to refrain from Panic Buying as this Lockdown will be for short duration.
As per the lockdown order, shops selling items such as Provision Stores, Vegetable Shops, Shops dealing with food, groceries, fruits, dairy and milk booth/ shop, meat, animal feed/ fodder, bakeries shall be allowed to open between 6.00 am to 8.00 am by observing COVID appropriate behaviours.
Home delivery of items should be encouraged and promoted. Movement of bare minimum personnel attached with such organisations shall be allowed for which valid e-passes shall be issued by the Office of the District Magistrate based on the certification from the concerned organization.
Home Delivery and Movement of persons of the above mentioned services shall also be allowed between 9.00 am to 6.00 pm. No movement of men and material other than the rime fixed for opening of shops between 6.00 am to 8.00 am shall be allowed except for persons having valid movement/ e-passes issued by the Officer of the District Magistrate.
Movement shall be allowed for emergency cases, medical emergencies, pregnant women and patients availing medical services.
Clinical establishments, Chemists and Pharmacy shops shall be allowed to open with movement of bare minimum personnel attached with such organisations for which valid e-passes shall be issued by the Office of the District Magistrate.
Persons engaged for essential activities for movement of goods on Andaman Trunk Road, loading and unloading of essential cargo shall be allowed on production of valid movement passes issued by the Office of the District Magistrate.
Travel of persons shall be allowed to proceed to their destinations at mainland on production of valid travel documents.
Movement of officers/ officials involved in providing essential services such as District Administration, Police, CISF, Health Services, ICMR, PBMC, Home Guards, Civil Defence, Fire and emergency services, Defence personnel on duty shall be permitted on production of valid Identity Cards issued by the concerned departments.
Movement of bare minimum number of Officers/ Officials, certified by the Head of Department, involved in providing essential and emergency services such as Pay & Account, Shipping Services, Forest, Banking, Electricity, Water Supply & Sanitation in Rural Areas, Disaster Management, Port Services and related services, Telecommunication, Courts as per order of High Court and E-commerce activities shall be permitted on production of valid movement passes issued by the Office of District Magistrate.
Persons going for COVID vaccination shall be permitted subject to production of acknowledgement slip/ SMS.
Movement of bare minimum personnel involved in providing Broadcasting and Cable Services, Internet Service Providers, all Print and Electronic media persons, Private Security Guards, POL Outlets, LPG Stores/ Godown, ATMs, Cold Storage and warehouses shall be allowed for which valid e-passes shall be issued by the Office of District Magistrate based on the certification from the concerned organization.
All POL Outlets shall be opened from 6.00 am to 1.00 pm.
Movement of bare minimum private medical personnel such as Doctors, Nursing Staff, Paramedics etc. attached with diagnostic centres and clinics, veterinary clinis shall be allowed for which valid e-passes shall be issued by the Office of District Magistrate based on the certification from the concerned organization.
Movement of persons from containment zones shall be strictly restricted and shall only be permitted on case to case basis upon approval from the Office of District Magistrate.
Movement of persons involved with Hotels/ Restaurants and Mess to be certified by the firm/ organization for home delivery of food shall be allowed between 8.00 am to 8.00 pm for which valid e-passes shall be issued by the Office of District Magistrate based on the certification from the concerned organization.
Insiders in Administration told that initially the Lockdown will be for seven days however it may be extended if the number of cases do not come down.

South Andaman announces complete lockdown from 24 May for a ‘shorter period’

Port Blair, May 21: The Andaman and Nicobar Administration today announced complete lockdown in South Andaman district from 24 May 2021 in view of the increasing number of COVID-19 cases in Andaman and Nicobar Islands.
Addressing a press conference at Port Blair the Secretary of Andaman’s Information Publicity and Tourism Department today said that Administration and doctors are putting in best efforts but even though number of COVID-19 cases are not coming down, which should have come down by now.
“Hence Administration has taken a decision to go for a complete lockdown from Monday (24 May), which will be for a shorter period. Modalities and protocols will be decided later on and that will be communicated. We are giving two days time so that people should not rush for things. People should not overstock commodities as the lockdown is not for a very long period,” the Secretary added.
How long the lockdown will be in place that has not been decided yet, he said.
“The number of active cases has gone upto 265 once again. We have no other option left and hence we are going for a complete lockdown,” the Secretary added.
However, the Secretary clarified that the lockdown will be only in South Andaman and there will be no lockdown in Nicobar District or North and Middle Andaman District.
The Secretary IP&T added that today 270 people reached Port Blair in three flights, out of which six people have been tested positive. In Ferrargunj 105 people have been tested out of which seven people have been tested positive.
Regarding vaccination of people during lockdown, the Secretary added the modalities for movement of people for vaccination will be decided later. “The vaccination should not stop during lockdown. The details will be given later,” he added.
As per the last update available, at present altogether there are 261 COVID-19 active cases in Andaman and Nicobar Islands and since the beginning total 6758 people have been tested COVID-19 positive in this UT out of which 6401 people have recovered.
In first and second waves of COVID-19 altogether 96 deaths have been recorded due to COVID-19 infection in Andaman and Nicobar Islands.
About vaccination drive, the Secretary informed that today altogether 380 eligible beneficiaries got vaccinated today which consisted of 99 beneficiaries of age group above 45 year old and 281 beneficiaries of age group above 18-44 year old. From today 18+ vaccination has also begun in Nicobar District, he pointed out.
The Director ANIIMS, Dr. AK Mandal informed that altogether there are 96 COVID-19 patients are in G B Pant Hospital, out of which seven are discharged. 16 new COVID patients were admitted today in G.B. Pant Hospital. 75 are on Oxygen support and 4 are on ventilator.
The Deputy Director G.B. Pant Hospital, Dr. Amitabha De today said that altogether, 10 patients were admitted at COVID Care Centers and 04 patients was discharged and the number of patients in the COVID Care Centers is 54. He further informed that 2 COVID patients were admitted and 3 patients were discharged from Covid Care Centre Wimberlygunj and a total of 07 patients are still admitted in the Centre, he added.
Responding to query regarding registration of COVID-19 vaccination process for those who miss their slot, the Deputy Director said that those who missed their slots for vaccination, they have to book their slot again; the registered slot won’t be available again.
All Tourism Activities in A & N Islands in all three districts will remain suspended for another 04 weeks: Secretary IP&T

Port Blair, May 20:The Secretary, IP&T, Shri Sunil Kumar Singh while addressing a COVID-19 media briefing held in the conference hall of IP&T today, said that after reviewing the prevailing COVID situation in Isles, all tourism activities in Andaman & Nicobar Islands ie. National Memorial Cellular Jail, Port Blair and Netaji Subhash Chandra Bose Island including the sound and light show at both the places, all museums, all beaches, Baratang Caves, all water sports activities and any other tourism activities in all three Districts of Andaman & Nicobar Islands shall remain suspended for another 04 weeks and it has come into effect from today (May 20).
The Secretary also sought the co-operation of general public so as to bring down the number of active cases in our Islands. He once again appealed to the general public to minimize their movement, stay at home, don’t move around, don’t endanger your life, your family members lives and the lives of others.
Informing about the RAT test conducted among passengers, the Secretary informed that 3 flights with 138 passengers arrived today (May 20) and during the Rapid Antigen Test (RAT) conducted on these passengers, 1 person was found positive. He further informed that 79 persons were tested at Ferrargunj of which 3 persons were found positive.
The Secretary has once again reiterated the need for strictly adhering to COVID-19 protocol and urged the people to follow COVID appropriate behavior for their own safety, safety of their family members and the society at large. Following COVID Appropriate Behavior in letter and spirit by every individual will help the A&N Administration to arrest the spread of corona virus and to contain the positive cases in A&N Islands, the Secretary said.
About vaccination drive, the Secretary informed that it is continuing and today 379 eligible beneficiaries were vaccinated, in South Andamans, of which 291 were of 18+ age and rest of them were above 45+ age.
The Secretary further urged the citizens to help Administration in its fight against COVID-19 by spotting persons violating COVID appropriate behaviour. The Secretary urged to click pictures of violators who are not wearing face masks, not following social distancing norms and inform through Whatspp on A&N Police Helpline 3rd Eye mobile no. 9531892228 indicating the area and time of the violation sighted so that stringent action can be taken against the violators.
The Deputy Director, G.B. Pant Hospital, Shri Amitabha De said that 15 new COVID patients were admitted today in G.B. Pant Hospital and 10 patients were discharged. With this, the number of corona positive patients in Hospital is 91. Out of the 91 patients, 75 are on Oxygen support and 3 are on ventilator.
The Deputy Director further said that altogether, 18 patients were admitted at COVID Care Centres and 1 patients was discharged and the number of patients in the COVID Care Centres is 48. He further informed that 1 covid patients was admitted and 1 patient was discharged from Covid Care Centre Wimberlygunj and a total of 9 patients are still admitted in the Centre, he added.
Responding to a query regarding the chances of people recovering from COVID-19 can be afflicted by black fungus – or mucormycosis – disease, the Deputy Director said orders to procure medicines to treat mucormycosis has been placed and we will receive it very soon. As of now, no cases of mucormycosis has been reported in A&N Islands.
Low pressure area over north Andaman Sea and adjoining east central Bay of Bengal around 22nd May and its intensification into a Cyclonic Storm
Port Blair, May 21: Today India Meteorological Department, Ministry of Earth Sciences, Government of India issued in a press released, according to which Southwest monsoon is very likely to advance over south Andaman Sea and adjoining southeast Bay of Bengal around 21 May, in association with the likely strengthening & deepening of south westerly winds over the region. Other atmospheric & oceanic conditions like conducive environment for convection, Sea surface temperatures are also remaining favourable for persistent cloudiness over Andaman Sea & adjoining areas of east central & southeast Bay of Bengal around 22 May.
Hence a Low Pressure area is very likely to form over North Andaman Sea and adjoining east central Bay of Bengal around 22nd May. It is very likely to intensify gradually into a Cyclonic Storm during the subsequent 72 hours. It is very likely to move north westwards and reach West Bengal – Odisha coasts around 26 May 2021.
During this period Squally wind speed reaching 40-50 kmph gusting to 60 kmph is likely to prevail over southeast Bay of Bengal & south Andaman Sea from 21May onwards in association with the likely advance of southwest monsoon. The wind speed will reach 45-55 kmph gusting to 65 kmph is likely to prevail over Andaman Sea & adjoining east central Bay of Bengal on 23 May and it is very likely to increase becoming 50-60 kmph gusting to 70 kmph from 23rd May and further becoming Gale wind speed during 24h – 26 May over major parts of central Bay of Bengal and into north Bay of Bengal and along & off Odisha – West Bengal – Bangladesh coasts during 25th – 27th May.
The Sea conditions will be rough to very rough over southeast Bay of Bengal & south Andaman Sea from 21st May onwards.
The fishermen are advised not to venture into southeast Bay of Bengal & south Andaman Sea from 21″ May onwards, into central Bay of Bengal from 23rd – 25″ May and into north Bay of Bengal along & off West Bengal – Odisha – Bangladesh coasts from 25 – 27th May and those who are out in the Deep Sea are advised to return to the coast by 23″ May, a communication from Director (DM) said here today.
