Port Blair, Mar 15: The Revenue Department has simplified the process of permission for transportation of earth. Under the provisions of Rule 47 of Andaman & Nicobar Islands Minor Minerals Rules, 2012, the permission is only for transportation of earth.
For Development/Improvement of House and commercial sites (area not more than 500 sq.mtrs) for construction of building without transportation of earth no permission is required from Revenue Authority; The land should be House or Commercial site; Building Plan should be approved by the appropriate authority (PBMC or concerned Gram Panchayat); No transportation of earth shall be allowed; Non compliance of Building Bye Laws, Master Plan and other relevant rules in force shall be dealt by the PBMC and the Gram Panchayat as the case may be; If there is any violation of developing the land, the same shall be reported to the PBMC in the case of Municipal area and to the Gram Panchayat in the case of Rural area and signboard shall be affixed showing the Building Plan approval Number, Date of expiry of the approval of Building Plan at the site.
For Development/Improvement of House / commercial site (area not more than 500sq.mtrs) for construction of building involving transportation of excess earth permission is required for transportation of earth; An application addressed to the Deputy Commissioner (South Andaman) with documents viz Land Records of developing site (ROR & Sketch Map), Copy of the approved building plan, NOC of recorded tenant of dumping site along with Land Records (ROR & Sketch Map) and An Affidavit in prescribed format duly executed before the Executive Magistrate/ Notary Public by the applicant.

For Development/Improvement of land (area more than 500 sq.mtrs) involving transportation of earth an Application addressed to the Deputy Commissioner (South Andaman) with the following documents: Latest Land Records of subject land (ROR & Sketch Map), NOC of the Pradhan/Samiti Member/Zilla Parishad Member/Ward Councilor of the respective area is required, NOC from the recorded tenant of dumping site along with land records (ROR & Sketch Map), An Affidavit in prescribed format duly executed before the Executive Magistrate/ Notary Public by applicant.
It should be ensured by the tenant that an angle of 45 degree is maintained at his boundaries and 02 meters set back while earth cutting, Signboard shall be affixed showing Permit Number, Date of expiry of the permit, Amount of earth to be excavated, NOC letter number and Place of dumping of earth at the site.
For Extraction/ Dumping of earth for Govt. work an application addressed to the Deputy Commissioner (South Andaman) with the following documents: Latest Land Records of subject land (ROR & Sketch Map), NOC from the recorded tenant of extraction site alongwith ROR & Sketch Map, NOC from the recorded tenant of dumping site alongwith ROR & Sketch Map, Copy of the work order and an Affidavit in prescribed format duly executed before the Executive Magistrate/Notary Public by not below the rank of Executive Engineer concerned.
