Port Blair, Feb 12: The meeting of District Planning Committee for North & Middle Andaman was fixed from 8th – 10th February, 2016 at Zilla Parishad Conference, Mayabunder.
A press release from MP office today said that on the first day of the DPC meeting on 8th February, 2016, all the Zilla Parishad Members, Pramukhs of Panchayat Samities and Shri Bishnu Pada Ray, Member of Parliament being the members of the said DPC were present. Wherein, instead of participating the meeting by the Administrative Secretaries themselves, some subordinate officers were deputed to represent them in the said meeting.
Since the Secretary (Planning), Secretary (Panchayat) and Secretary (Fin) being the Member of the DPC and the Administrative Secretaries/HoDs of concerned department were not present in the meeting, the Zilla Parishad Members and Pramukh presented in the meeting on 8th Feb., 2016 have raised their voice and demanded for presence of concerned Administrative Secretaries in the DPC meeting.
“Consequent upon such bottleneck situation, Shri Bishnu Pada Ray, MP through SMS has accordingly informed the Position to the Chief Secretary, Secretary,(RD/Panchayat) and also to the Hon’ble L.G. and further requested to ensure the presence of all concerned Secretaries on next day DPC meeting i.e. on 9th February,2016 . In response to that, the Chief Secretary, A&N Administration and Dy. Commissioner, North & Middle Andaman assured the Adhyaksha, Zilla Parishad, N&M Andaman (Chairman of the DPC) for presence of all Administrative Secretaries in the next day DPC meeting on 9th February, 2016. It is unfortunate that despite assurance given by the Administration, neither Secretary (Planning), Secretary (Panchayat) & Secretary (Fin) nor any Administrative Secretaries/HoDs have attended the DPC meeting held on 9th February, 2016,” the release added.
Since the prime DPC members and the Administrative Secretaries/HoDs were not attended the meeting on 9th, February, 2016, the Zilla Parishad Members and Pramukhs who are the elected public representatives and also the Members of DPC have boycott the DPC meeting of North & Middle Andaman from 9th – 10th February, 2016. Such act of the Administration for not deputing concerned Administrative secretaries/ HoDs despite of assurance is amounts to disrespect and disregard to the District Planning Committee for North & Middle Andaman.
Further on account of such situation, all the DPC members who were presented the DPC meeting on 8th – 9th February, 2016 have submitted joint written complaint before the Hon’ble President of India, Hon’ble Prime Minister, Hon’ble Home Minister, Hon’ble Minister of Rural Development, Hon’ble Minister of Finance, Chairman, Niti Ayog and also to the Home Secretary, GoI, New Delhi for their intervention in the matter to give appropriate direction for ensuring the presence of all concerned Secretaries in such DPC meeting and also for taking appropriate action as deemed fit & proper against the defaulting Secretaries/officers of A&N Administration, the release from MP office added.
