Port Blair, Nov 20: The Member of Parliament of Andaman and Nicobar Islands, Shri. Kuldeep Rai Sharma has requested the Chief Secretary of Andaman and Nicobar Administration to increase the direct recruitment vacancies of Junior Engineer (civil).
In a recent letter addressed to the Chief Secretary of Andaman and Nicobar Administration, the Member of Parliament mentioned that the Andaman Public Works Department, A & N Administration published Recruitment Notice dated 16.08.2022 and subsequent addendum No.8060 dated 27.01.2023 for filling up 85 posts of Junior Engineer (Civil) along with various other categories of Group “B” (Non – Gazetted) and Group “C” by conducting open Recruitment Examination.
He added that the written examination for selection to the post of Junior Engineer (civil) was held on 26.02.2023 and the Roll Number -wise statement of Marks for all candidates who appeared in the examination was published in the official website of Andaman and Nicobar Administration & APWD’s website on 19.05.2023. Subsequently on the basis of the notified vacancy of 85 posts of Junior Engineer (civil) , a provisional select list containing names of 85 provisionally selected candidates along with 17 waitlisted candidates belonging to various categories and in accordance with the position in merit list was uploaded on the website on 03.10.2023.
The verification of the requisite original documents in person of the provisionally shortlisted candidates has been done at Chief Engineer’s Office on 19th and 20th October 2023 by the verification committee constituted for the purpose and the final select list is very likely to be out in a few days.
The Member of Parliament mentioned that a few waitlisted candidates have approached him stating that on enquiring from various authorities in APWD they have come to know that, as of now there exist a total 109 vacant posts of Junior Engineer (civil) as against the notified vacancy of 85 posts which was projected during first half 2022 while initiating the recruitment process.
The Member of Parliament pointed out that in the instant ‘ Notice of Vacancy for Recruitment in APWD’ dated 16.08.2022 , by virtue of provisions made at Sl. No. ( c) of Note -I which stipulates ” The number of vacancies is tentative and may increase or decrease at the sole discretion of the A & N Administration” , the competent authority if so desire can review the number of existing vacancies as on date and can increase the same so that the candidates who are presently indicated as “waitlisted” can also get employed as Junior Engineer (civil) in the APWD.
He added that as per his views the plea made by the waitlisted candidates appears to be genuine in view of the following reasons.
1) Filling the vacancies to the maximum will definitely add to human resource development and will increase the efficiency and efficacy of the department beside providing employment to more number of Islanders.
2) As per the directions of the Prime Minister, all Ministries and Departments are working towards filling up existing vacancies against sanctioned posts in ‘Mission Mode’. By adding more number of vacancies which have accumulated since initiation of the recruitment process will help to realise the target of recruiting 10 lakh people by the Government by the end of year 2023. The seriousness in filling up of sanctioned vacant posts to the maximum can be realised from the nationwide ‘Rozgar Mela’ being administered at the Prime Minister Office level.
3) Past several years has rendered many educationally qualified youths over aged for public appointments. Many of the waitlisted candidates and others who are likely to make it in the final select list and are on the verge of getting over aged for appointment to the posts will get opportunity for employment by virtue of increase in the number of vacancies .
Hence, in view of the above submission, the Member of Parliament requested to increase the direct recruitment vacancies of Junior Engineer ( civil) to the latest available by invoking the provision made at Sl. No. ( c) of Note -I contained in the ‘ Notice of Vacancy for Recruitment in APWD’ dated 16.08.2022 which stipulates ” The number of vacancies is tentative and may increase or decrease at the sole discretion of the A & N Administration” in favour the aspiring candidates who have participated in the special recruitment drive being undertaken by the Andaman and Nicobar Administration.
He further requested that for other direct recruitment posts of A & N Administration, if the provision for increasing the vacancies were incorporated in the ‘Vacancy Notice ‘ , the same may be invoked to increase the vacancies to the latest available for direct recruitment so as to provide employment to more and more Islanders.
