Shakti Sinha transferred to Delhi
Port Blair, May 02: The Chief Secretary, A & N Islands, Mr. Shakti Sinha, IAS (AGMUT Cadre) of 1979 has been transferred to Govt. of Delhi.
Mr. Sinha is among the very few officers of the cadre who returned to serve the Union Territory.
He was, among other assignments, DC Andamans during 1983-85. In his present stint, he joined the Islands as Principal Secretary (Finance/Shipping etc) in September 2009 and went on to become the Chief Secretary on 6.10.2010. During his tenure with benefit of his earlier experience in the UT, he was instrumental in implementation of key reforms and initiating new projects.
“His singular contribution has been to communications in the UT. National e-governance programme has been given a major impetus, and Common Service Centres have already been made operational in Port Blair, providing various services under a single roof, including on holidays. While on one hand he introduced biometric system of attendance to enforce punctuality, a large number of staff under various categories were granted long-pending promotions, and special drive was launched to fill up the vacancies at all levels,” a official release of A & N Administration said here today.
His personal intervention included from holding a Common entrance exam, to inviting UPSC members to Port Blair to conduct Selection committee meeting for direct as well as promotion quota.
Another major project is the sanctioning of Submarine Optical Fibre Cable which is being executed by the Administration and will greatly improve the bandwidth availability, poised to make communication system within the islands and with the mainland much faster. Computerisation of land records is another project which will introduce transparency and will benefit the public at large,” the release added.
Other welfare measures include direct payment of salary in the accounts of the daily rated mazdoors and increase in old age and widow pension. Sea plane services were also started first time in the country during his able leadership and guidance, which hasbeen a boon for tourist as well as islanders, who can travel up to Diglipur and Hut Bay at much lesser cost and in lesser time, more safely.
Apart from his stint in A & N Islands, Mr. Sinha has had a varied experience of holding key level posts in Delhi, Goa, in Govt. of India and UN assignments in Washington, Singapore and Kabul.
He is likely to demit office next week. Mr. Anand Prakash, IAS of 1979 batch is the new Chief Secretary designate.
